    To ask the Secretary of State for the Home Department, when the most recent national security direction under section 94 of the Telecommunications Act 1984 was made; and what the number of UK citizens was from whom data was collected under that direction.

    The Intelligence and Security Committee of Parliament has been briefed on the use of directions under section 94 of the Telecommunications Act 1984.

    In accordance with section 94 subsection (6) of the Telecommunications Act 1984, money may be provided for the purpose of compensating for any losses that are sustained by reason of compliance with directions.

    On 13 January 2015, the Prime Minister asked the Interception of Communications Commissioner to oversee directions issued under section 94 of the Telecommunications Act. The Commissioner will report on his findings, including on the statistics and wider information that can be published about the use of the power without damage to national security, in his next report.

    The Airports Commission published a large amount of analysis on air quality for their three shortlisted schemes. It is my intention to test the Commission’s air quality analysis against the Government’s new Air Quality Plan. This was a recommendation of the Environmental Audit Committee alongside other recommendations that I will fully consider in due course.

    The government relies on the evidence of the independent Advisory Council on the Misuse of Drugs, whose most recent report on cannabis, Cannabis Classification and Public Health, concluded that cannabis is a “significant public health issue and can unquestionably cause harm to individuals and society”.     To ask the Secretary of State for Justice, with reference to his Department’s press release, Prison building revolution announced by Chancellor and Justice Secretary, published on 9 November 2015, which prisons the Government plans to sell to property developers; and what estimate he has made of the value of land on each of those sites.

    On 9 November the Chancellor and Secretary of State announced their intention to build a prison estate which allows prisoners to be rehabilitated, thereby enabling them to turn away from a life of crime. This will involve building nine new prisons and closing old and inefficient prisons which do not support the aims of a redesigned estate. No decisions have yet been made on where new prisons will be built.

    We are currently considering which of our old and inefficient prisons will close. We will engage with stakeholders during the process of sale including valuation experts and potential developers in order to maximise the value achieved.

    Any relocation of prisoners will be done with careful planning. Where staff are affected they will be managed through the process of change using processes deployed during previous closures.

    To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the role of carbon and storage in delivering the industrial 2050 decarbonation and energy efficiency roadmaps.

    The provision of ring-fenced capital support for Carbon Capture and Storage (CCS) was judged against other Government funding priorities as part of the Spending Review. Government has not taken the Spending Review decision lightly. The Government continues to view CCS as having a potential role in the long-term decarbonisation of the UK’s power and industrial sectors. Neither CCS Competition project proposed to capture CO2 from energy intensive industries.

    The detailed design and implementation of CCS policy changes have yet to be determined. The Industrial 2050 Decarbonisation and Energy Efficiency Roadmaps reports published in March 2015 identified a potential role for industrial CCS technologies in decarbonising the steel, oil refining, chemicals and cement sectors. DECC and BIS continue to engage with the energy intensive industries and academics to develop decarbonisation Action Plans by the end of 2016 as the second phase of this process.

    The Government remains committed to working with energy intensive industries including those in the Northern Powerhouse area. DECC provided £1million funding to Tees Valley Unlimited as part of the 2013 City Deal agreement to undertake an Industrial CCS feasibility study based on the chemicals and steel industry in the Teesside cluster and we continue to support that work. The devolution deal for Tees Valley, published in October this year, also included a commitment to explore how it can continue to develop its industrial CCS proposals.

    The information you have requested is not currently available. The Department published its strategy for releasing official statistics on Universal Credit (UC) in September 2013. As outlined in the strategy, officials are currently quality assuring data for UC therefore it is not yet possible to give a definitive list of what statistics will be provided in the future. These statistics however will be published in accordance with the relevant protocols in the Code of Practice for official statistics.

    To ask Mr Chancellor of the Exchequer, how many HM Revenue and Customs jobs in (a) Bradford and (b) West Yorkshire will be lost as a result of the proposed restructuring plan.

    HM Revenue and Customs’ (HMRC) restructuring plans will mean it is even more effective in raising the taxes on which public services depend.

    HMRC has around 3,774 Full Time Equivalent (FTE) jobs in the Yorkshire and the Humber Region. The intention to consolidate HMRC operations across Yorkshire and the Humber into a single regional centre in Leeds accommodating between 4,100 and 4,400 FTE, by 2021, is expected to result in an overall increase in jobs in the region.

    In offices which will close and are outside reasonable travel distance of Leeds, HMRC employees will have the opportunity to discuss their personal circumstances in one-to-one meetings with their manager. Until then HMRC cannot be certain of the number staff who are unable to move to a Regional Centre.

    More details on the number of people relocating from individual offices, including Bradford, Leeds and Shipley, will be known when lines of business have finalised their plans and individuals have had the opportunity to discuss their personal circumstances in one-to-one meetings with their manager.

    HMRC will look at redeployment opportunities for people who are unable to move, helping and supporting them to find another role, possibly in other government departments.
