    To ask the Secretary of State for Health, what steps he is taking to support and promote the (a) use and (b) continued production and purchase of existing off-patent drugs.

    Existing arrangements allow patients to access the medicines which are appropriate for their care, including off-patent drugs. Doctors may prescribe any drug, whether within the terms of its license or not, where it best meets the individual clinical needs of a patient. Medicines are already prescribed legally, safely and appropriately outside their licensed indications to large numbers of National Health Service patients.

    The Department works closely with the Medicines and Healthcare products Regulatory Agency, NHS England, the pharmaceutical industry and others in the supply chain to help ensure continuity in the supply of medicines to patients.

    The additional £600 million for mental health over the next five years announced in the Spending Review and Autumn Statement is additional to current spending. The levels of funding in individual years and the specific mental health service improvements it will fund will be determined in the new year, once the Mental Health Taskforce has reported.

    Of the 426 cases referred to in answer of 14 October to Question 11080:

    – none were certification withdrawn

    – 359 have been certified under Regulation 24AA

    – all data provided relates to the First Tier Tribunal only

    – 25 are listed as abandoned or withdrawn by the appellant

    – 89 were dismissed by the relevant tribunal

    The Home Office does not disclose country specific information as its disclosure could prejudice relations between the UK and foreign governments.

    As a result of Spending Review 2015 the Ministry of Defence will reduce its annual expenditure on fees for professional services over the Spending Review period. The estimated savings from this measure are around £29 million per year.

    To ask the Secretary of State for Education, what plans she has to (a) regulate freelance tutors and (b) ensure that such tutors have an enhanced DBS check in order to safeguard children.

    It is the responsibility of any school or parent to assure themselves that they are entirely satisfied as to the suitability of any freelance tutor they might choose to employ before they engage them. Private tutors have several options open to them to enable them to obtain appropriate checks in order to provide employers with the assurances they might need. For example, employment agencies are required to process DBS checks for all tutors working with children.

    It is of course a serious criminal offence to seek to work with children in regulated activity after having been barred from doing so.

    To ask the Secretary of State for Education, what changes she plans to make to funding for the education and training of 16 to 19 year-olds outside the national base rate per student in each of the next five years; and if she will make a statement.

    We announced, as part of the Spending Review, that we will protect the national base rate of £4,000 per student for the duration of the parliament.

    We are aiming to set out full details of the funding rates for 16-19 institutions in 2016/17 this December; and to provide further information on savings that will be required from 2017/18, outside the national base rate, as soon as possible thereafter. We have already announced that this will include the gradual removal of Formula Protection Funding from 2016/17, ensuring sufficient lead-in time for providers to manage this reduction.
