    The Government’s current plans for ensuring the same quality of care in hospitals on all days of the week are focussed on those with urgent and emergency care needs at weekends and those who are already inpatients. It is for individual health economies to determine if they wish to provide elective care at weekends, for example if they can use more efficiently additional resources that are available to meet urgent and emergency care needs.

    Care services provided by certain bodies are subject to a mandatory VAT exemption under EU VAT rules.

    EU VAT rules do not allow the introduction of any new zero rates without the unanimous agreement of all 28 Member States on the basis of a proposal from the Commission.

    To ask the Secretary of State for Health, pursuant to the Answer of 16 September 2015 to Question 10091, what the implications for his policies are of the decision by NHS England to remove (a) the pancreatic cancer drug Abraxane and (b) 22 other drugs and indications from the Cancer Drugs Fund List.

    We remain committed to continuing to invest in the Cancer Drugs Fund (CDF).

    NHS England is responsible for the operational management of the Fund. Following appeals and further discussions with pharmaceutical companies, 18 drug and indication combinations, including Abraxane for pancreatic cancer, were removed from the national CDF list on 4 November 2015.

    The Department has made no such formal assessment. The Social Housing Regulator for England’s Regulatory Framework only applies to registered providers of social housing in England. Responsibility for housing is a devolved matter.

    In August, the Home Secretary commissioned Sheila Drew Smith OBE of the Committee on Standards in Public Life to undertake an independent review of the governance proposals first set out in the IPCC’s response to the Home Office’s Triennial Report, which was published by the IPCC on 12 August 2015. The independent review will assess the fitness for purpose of the IPCC’s proposals, and will report to the Home Secretary before Christmas. After the conclusions of the independent review have been considered, the Government will announce the next steps.

    This contract is one element of a wider programme to achieve compliance with the Regulatory Reform (Fire Safety) Order 2005 by the end of 2018, in accordance with a commitment the House made in 2011 to the Crown Premises Inspection Group.

    Achieving compliance will reduce the risk of fire causing loss of life or injury to individuals, destroying or damaging the building, or disrupting the work of Parliament.

    A Memorandum of Understanding with the US Government provides for the in-service support and upgrade activity of the UK Rivet Joint fleet. All maintenance support is conducted in the UK by RAF personnel, with assistance from field service representatives provided under the US/UK cooperative agreement. Some minor support activity is also provided by UK contractors based at RAF Waddington and there are contracts with a number of UK companies that support the Ministry of Defence in managing compliance with UK safety, airworthiness and security regulations.

    The Family Test was introduced in October 2014 and can be located at the following link Family Test Guidance

    The Family Test is part of the policy making process and is applied in a proportionate way in the development of new policy in line with the guidance. Potential impacts of policy on family functioning and relationships are identified and brought to the attention of Ministers where appropriate.

    There is no requirement to publish the Family Test assessments. The Ministry of Justice does not collect information on the number of full Family Test assessments completed.

    The Government is currently undertaking a techno-economic assessment of SMRs which will provide a detailed analysis of the opportunities and challenges facing SMRs. The recent announcement by my Rt. Hon Friend Mr Chancellor of a competition to identify which SMR would offer the best value for development in the UK is a further demonstration of the Government’s commitment to exploring the potential of SMRs for the UK. As Government develops SMR policy further, we will address the issue of site identification for SMRs. No potential sites or siting criteria specifically for SMRs have currently been agreed.
