    To ask the Secretary of State for the Home Department, what targets her Department has for increasing diversity; and what progress has been made on meeting those targets in the last year.

    In conjunction with Cabinet Office, the Department has agreed specific targets
    to improve representation rates. The position in the last year is as follows:

    • Three female employees have been appointed at Director General level becoming
    members of the Home Office Executive Management Board. The position generally
    was that 34.39% of staff at Senior Civil Service (SCS) were female compared
    with the target of 38%. At Grades 6 and 7 the position was that 43.93% of staff
    were female compared with the target of 45%.

    • 6.21% of staff with a disability were at SCS level compared to a target
    of 3% and at Grades 6 and 7 the position was that 5.99 % staff had a
    disability compared with the target of 6%.

    • 10.56% of staff at Grades 6 and 7 were from a minority ethnic background
    compared to a target of 10%. 4.52% of staff at SCS level were from a minority
    ethnic background compared with the target of 6%.

    • 5.66% of staff at SCS were lesbian, gay or bisexual compared to the target of
    5.0%. At Grades 6 and 7 the position was that 3.4% of staff were lesbian, gay
    or bisexual compared with the target of 5.0%.

    The position is encouraging but the Department is committed to finding further
    progress in all aspects of diversity.

    To ask the Secretary of State for Work and Pensions, what the rationale was for the provisions in the Pensions Bill which allow employers to differentiate pension conditions between previous public sector employees now working in privatised companies and protected persons.

    The Pensions Bill creates a statutory override designed to allow employers, to a very limited extent, to make changes to the scheme to recover the increased cost of National Insurance that follows from the introduction of the single tier pension.

    Protected persons are a small group of individuals (approximately 60,000) employed in some formerly nationalised industries, namely rail, including Transport for London, electricity, coal, nuclear waste and decommissioning, where the employers are limited in their ability to change scheme rules by legislation made at the time of privatisation. This legislation prevents employers from making changes to the pension benefits offered to those employees who were previously employed by the State. The Pensions Bill reaffirms that restriction.

    This is a very different situation to other privatisations where a trust deed, rules or other undertaking was made at the time of privatisation, which was not endorsed by Parliament in the same way.

    The important distinction we have made is that where duties to restrict changes to the future pension rights of specific workers, in specific industries have been enshrined in law and endorsed by Parliament, the statutory override should not allow employers to disregard that legislation.

    It should also be noted that contractual agreements between public sector organisations and third parties, which may provide pension protection for staff now working in private companies, are not affected by the statutory override

    To ask Her Majesty’s Government what assessment they have made of reports of an attack on 21 March on Kessab in northern Syria; whether they have made any estimate of the number of those killed in the attack and of those who have fled the town as a result; whether they have received any reports about the desecration of churches in the town; and what assessment they have made of the possible involvement of the Al-Nusra Front and the Islamic State of Iraq and Sham in the attack.

    We are concerned by the reports of violence in Kessab, although it is impossible to establish an accurate figure of the numbers of people who have been killed or displaced. We believe that the majority of the ethnic Armenian population of the town has left, along with many other Syrians, because of the fighting in the area. We have not received any confirmed reports of churches being desecrated and we call for all places of worship to be respected. We understand that a range of groups has been involved in the fighting, including the Al-Nusrah Front. We urge all sides to the conflict in Syria to respect international humanitarian law and the rights of all Syrians. Both the Syrian National Coalition and the Free Syrian Army have repeatedly made clear their commitment to protecting all civilians, regardless of religious, ethnic and political affiliation.

    As we have already made clear, the UK supports a target to ensure universal access to sexual and reproductive health for all. Language on this is included in the most recent draft goals and targets list released by the co-chairs of the Open Working Group (OWG) on 2 June.

    The final targets in the post-2015 development framework will however be subject to international negotiations in the United Nations, in which the UK will play an active role.

    Our policy is clear that councils are responsible for assessing local needs, and identifying appropriate sites for travellers to meet those needs. We will consult shortly on proposals to amend the definition of travellers used for planning purposes to those who actually travel, and strengthen protection for the Green Belt.

    To ask Her Majesty’s Government what value of fines remained unpaid at the end of financial years 2009–10, 2010–11 and 2011–12 (1) in total, and (2) with respect to fines issued in that financial year.

    We have answered this question on the basis that it relates to HMRC penalties.

    1) 2009-10 £0.5 billion

    2010-11 £1.5 billion

    2011-12 £1.5 billion

    Fines and Penalties that remain unpaid are included as receivables and are reported in both the Resource Accounts and Trust Statement.

    2) It is not possible to state the value of fines issued in each of the financial years. The question is very broad in scope and covers the majority of the business of the Department. Some data is held in electronic systems and some in paper files, and records are not kept centrally of the value of fines issued across the Department and across all obligations.

    This Department does not set a target for impairment of student loans. Our reforms were designed to put higher education on a sustainable footing. Universities are now well-funded and this is driving up the quality of the student experience and helping to stimulate economic growth, while keeping access to higher education free at the point of entry.
