    BIOGRAPHY :

    Mr. S. Smart, aged 49, and a catering contractor in Liverpool, served through the 1914-18 war with the Royal Artillery, which he had joined as a trumpeter at the age of 15. In the second world war he was chief welfare officer for the Ministry of Aircraft Production and assistant labour officer for the Air Ministry. He was elected to the Liverpool City Council in 1947 and is a member of its children committee, and has been election agent in the Edge Hill division of Liverpool.

He is chairman of Lancashire and Cheshire Federation of Boys’ Clubs and president of the Royal Lancashire Show.

He went on a Parliamentary delegation to Austria, and is interested in food and agriculture questions. He won Harborough from the Conservatives in 1945.

Eisenhower’s headquarters staff, and subsequently was a staff officer on the Control Commission in Germany. He was born in 1907, and educated at Basle, Lille, and Leeds University.

During the war I he was G.S.O.2, 3rd Division, France, 1939 ; D.A.Q.M.G. 1st Cavalry Division, Palestine, 1940; A.A.Q.M.G., 11th Division, Abyssinia, 1941 ; G.S.O.I, headquarters, East Africa, 1941 ; colonel in command, Northern Rhodesia, 1942 ; and brigadier commanding 31st Brigade, Abyssinian Frontier, 1943-45.
