    To ask the Secretary of State for Transport, what estimate he has made of the number of workplace nurseries available to staff in (a) his Department and (b) his Department’s executive agencies or non-departmental public bodies in (i) 2010, (ii) 2013-14 and (iii) 2014-15.

    Across the Department (which includes its Executive Agencies and non-departmental public bodies), there are 2 workplace nurseries which are available to staff. These are operated by a third party. One of the nurseries available to staff is based in Swansea. The other workplace nursery is available to staff based in Hastings and is open to several Government Departments. Both nurseries were operating in 2010 and 2013/14. There are no plans for the nurseries to cease operating in 2014/15.

    On 18 March there were some 14,700 Palace of Westminster passes in issue. During 2013, 523 passes were reported lost or stolen.

    When a pass is reported lost or stolen it is deactivated immediately.

    To ask the Secretary of State for the Home Department, how many criminal offences by foreign-born nationals were recorded in Pendle constituency in each of the last five years.

    The Home Office does not hold data on the nationality of offenders, and so cannot provide data on the number of offences committed by foreign-born nationals that were recorded by police in Pendle.

    The Home Office collects aggregate data on the number of offences recorded by the police, available at police force area and Community Safety Partnership level. However, we do not hold details about the people responsible for these offences.

    The Ministry of Justice collects details on the number of offenders and offender characteristics, but does not collect information on the number of offences that these offenders commit.

    To ask the Secretary of State for the Home Department, what the current status is of the Border Systems Programme (BSP); what the timescale is for tendering and choosing suppliers; and when the BSP is expected to be developed and rolled out.

    The e-Borders programme has been incorporated within the Border Systems’ scope
    of work. Border Systems now assumes responsibility for the Warnings Index and
    the wider Border Force portfolio of technology projects. Border Systems will
    build on the foundations of the e-Borders programme, strengthening even further
    our border security.

    The procurement approach to replacing the primary border security elements of
    the Border Systems Programme will reflect broader Government ICT and Commercial
    strategy, and there will be no single, large supplier. The Home Office will
    lead development, with services procured from a range of providers, potentially
    including small and medium enterprises.

    By March 2015 the Border Systems Programme aims to:

    • Complete resilience of all current business critical systems;
    • Develop replacement primary border security systems;
    • Provide additional capability to support commitments on exit checks;
    • Establish a programme for the next generation of Radiological and Nuclear
    detection (Cyclamen);
    • Continue the implementation of second generation e-Gates across the estate;
    • Develop and implement new freight targeting capability for Sea Containers;
    • Establish contracts to purchase new detection equipment;
    • Continue to assure live operations of existing systems.

    To ask the Secretary of State for Education, how many children in (a) Pendle constituency and (b) Lancashire were eligible for but did not claim free school meals in the latest period for which figures are available.

    The Department for Education routinely collects information on pupils who are both eligible for and claiming free school meals. This information is published in the ‘Schools, Pupils and their Characteristics, January 2013′ Statistical First Release[1]. Information on the number of pupils who are eligible for free school meals but do not claim them is not collected by the Department.

    The Department has published a research paper ‘Pupils not claiming free school meals: 2013′[2] which presents estimates of the numbers and proportions of pupils who are entitled to receive free school meals but are not claiming. The paper compares registration rates for children aged between 4 and 15 and highlights regions and local authorities where under-registration rates are high. Figures from this paper show the under-registration rate for Lancashire local authority is 6% compared with an England average of 11%.
