The below Parliamentary question was asked by Stephen Timms on 2014-06-30.

To ask the Secretary of State for Work and Pensions, when his Department first submitted the Universal Credit Strategic Outline Business Case to HM Treasury.

    Esther McVey

The initial Universal Credit Strategic Outline Business Case was shared with HM Treasury in March 2011. Further iterations have been shared since, as is usual practice, and an updated draft of the overall Strategic Outline Business Case, covering the full life-time of the Programme up to 2023/24, was sent to HM Treasury in December 2013.

The Chief Secretary to the Treasury has approved the UC Strategic Outline Business Case plans for the remainder of this Parliament (2014-15) as per the ministerial announcement (5 December 2013, Official Report, column 65WS)—link to WMS:

To ask the Secretary of State for Work and Pensions, what plans Jobcentre Plus has to work with the organisation Movement to Work.

    Esther McVey

Jobcentre Plus has been giving practical support to the employer-led Movement to Work initiative and continues to do so. It offers advice to employers who have Movement to Work opportunities to fill. Coaches in Jobcentres are able to refer young people to these opportunities where appropriate.

In addition the Department of Work and Pensions has been supporting the initiative centrally. Most recently Movement to Work organised an event in June to encourage more employers to join. As an employer the Civil Service is contributing 6000 work experience opportunities to the Movement and my Department is offering 3000 of them.

To ask the Secretary of State for Work and Pensions, what guidance his Department plans to give the devolved administrations and local authorities before 2015 on meeting the care and support needs of people currently using the independent living fund.

    Mike Penning

My Department is committed to working closely with the ILF and other Government Departments to support the work required to enable an effective transfer for ILF users by 30 June 2015.

The ILF has undertaken a dedicated programme of engagement with local authorities and the devolved administrations; and continues to engage directly with all of those authorities who will be involved in the transfer of user care and support in 2015. This includes a commitment to the Codes of Practice agreed between the ILF and English local authorities, and between the ILF and the devolved administrations.

Specific proposals for distributing the funding transferred to them in respect of former users of the Independent Living Fund living in Scotland and Wales are a matter for the Scottish and Welsh Governments.

To ask the Secretary of State for Work and Pensions, what measures of the value of life and health were included in the evidence submitted as part of the Health and Safety Executive’s work with the Inter-departmental Group for the Valuation of Life and Health review in 2008.

    Mike Penning

I refer my Rt. Hon. friend to the Written Answer I gave him on 2 July 2014 Official Report, col 643w.

HSE does not apply cost-per-quality adjusted life year (QALY) thresholds. In the Regulatory Impact Assessment described in the evidence submitted by HSE to the Inter-Departmental Group for the Valuation of Life and Health review in 2008, which is published in the Library, HSE used a value of £42,000 per QALY to estimate the benefits of the intervention. These were compared against the expected costs of the intervention in order to assess the potential net benefits to society.

To ask the Secretary of State for Work and Pensions, what steps he plans to take to reduce the number of rebukes his Department receives from the UK Statistical Authority.

    Esther McVey

Since May 2010 the DWP has led the way in openness and transparency of statistical releases by publishing over 770 releases and datasets.
Great care is taken to get things right, and in this time the UK Statistics Authority (UKSA) has only written directly to DWP Ministers on two occasions about issues raised with it about DWP statistics. The Department has responded to these points and taken on board the UKSA suggestions.

DWP Statistical releases are produced and published separately to and independently from other Departmental comment or publications.
Great care is taken by DWP statisticians to ensure the Statistical releases are easy to read and understand, and are balanced and impartial.

To ask the Secretary of State for Work and Pensions, what steps his Department has taken to help people with autism find appropriate work.

    Mike Penning

The Government has contributed significantly to the development of the ‘Rethink Autism’ strategy, owned by the Department of Health.

DWP is an active member of the Autism Programme Board and is working closely with colleagues from across government to address a number of key commitments that support the employment of people with Autistic Spectrum Conditions including Asperger’s Syndrome and associated Hidden Impairment Conditions.

DWP is working with an extensive range of partner organisations and the Hidden Impairment National Group (HING), which the Minister has agreed to sponsor.
