    To ask the Secretary of State for Education, with reference to paragraph 5.1.2 of the report of the Prime Minister’s Task Force on Tackling Radicalisation and Extremism, published in December 2013, how many people have been barred from managing or teaching at independent schools because of involvement with or links to extremism under the new regulations.

    New regulations enabling the Secretary of State to bar individuals from taking part in the management of independent schools came into force in September 2014. A number of cases are under consideration.

    These regulations cover individuals involved in the management of independent schools rather than teachers. The Teachers’ Standards were amended in September 2012 to require that teachers uphold public trust in the profession by not undermining fundamental British values. The National College of Teaching and Leadership (NCTL) takes decisions on whether to bar individuals from teaching and guidance to teacher misconduct panels issued in July 2014 makes clear behaviour that promotes extremism is likely to be considered incompatible with being a teacher. Four individuals are currently subject to Interim Prohibition Orders by NCTL preventing them from teaching for reasons relating to extremism.

    We will investigate and take action wherever we find evidence of extremism.

    To ask the Secretary of State for Justice, with reference to paragraph 5.3.2 of the report of the Prime Minister’s Task Force on Tackling Radicalisation and Extremism, published in December 2013, how many one-to-one sessions have been conducted to challenge extremist views in each prison since April 2014.

    To enable it to carry out its extremism programme NOMS receives funding from OSCT , which does not release the breakdown of funding per sector as this could potentially reveal where the threat to the national security is greatest. This may impact negatively on the delivery of the Prevent programme and the range of activities, including Ibaana, that are currently deployed in prisons to prevent terrorism. This could serve to weaken and prejudice the national security of the UK.

    The Ibaana programme is being finalised and will be rolled out, where appropriate, in due course.

    To ask the Secretary of State for Transport, what terms of reference have been set for his Department’s research project on the effect of telematics on young drivers; and when he plans to publish the outcomes of each of that project’s phases.

    The Department has just awarded a research contract for a project which is intended to demonstrate the road safety benefits which could arise as a result of novice drivers using telematics products.

    A description of the Department’s research requirement has been placed in Libraries of both Houses.

    We expect phase one to be completed in April 2015. The timing of phase two will be dependent on the first phase.

    We are following closely the arrest and ongoing detention of Sheikh Ali Salman. My Rt Hon and noble Friend, the Minister of State for Foreign and Commonwealth Affairs, Baroness Anelay raised the case with the Minister for Justice on 14 January. We encourage the government of Bahrain to ensure that due process is followed. We urge all sides to remain calm and avoid any action that might escalate tensions.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what (a) financial and (b) other assistance his Department is providing to the Bahraini government for (i) security sector and prison reform, (ii) judicial independence and rule of law and (iii) good governance and related matters.

    The Foreign and Commonwealth Office will have provided in the region of £1.2 million worth of support to Bahrain’s reform programme this financial year. Our reform assistance is focused on strengthening human rights and the rule of law. As part of this we have funded work with the Ministry of the Interior’s Ombudsman’s Office on several priority areas. This includes sharing UK best practice on complaints procedures, investigation reports and the role of prison inspection, as well as youth justice and court administration. We have also provided capacity building support to key institutions.

    The UK encourages the government of Bahrain to agree a new date for a visit by the Special Rapporteur for Torture. On 14 January, my Rt Hon and noble Friend, the Minister of State for Foreign and Commonwealth Affairs, Baroness Anelay, met the Bahraini Minister of Justice and highlighted the importance of Bahrain continuing to enhance its overall co-operation with UN institutions, including with the UN Office of the High Commission for Human Rights.

    We have raised repeatedly with the Government of Bahrain its decision to withdraw citizenship from 31 individuals in 2012. We encourage the authorities to conduct full and transparent investigations into those accused of crimes and to ensure that individuals are given a right of appeal against citizenship deprivation decisions.

    The Department published a summary of the evidence around the potential contribution to the economy of its investment in science alongside the Science and Innovation Strategy that was published in December. In addition we announced new funding for specific projects which will boost the contribution of our science investments to the wider economy.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make it her policy to publish figures for pre-slaughter mortality of animals in the food industry.

    Defra does not hold this information centrally. Mortality data is recorded at an individual farm level. The Welfare of Farmed Animals (England) Regulations 2007 requires all farmed animals to be inspected at least once a day. The number of mortalities found at each inspection has to be recorded and that information must be made available to an inspector on request.
