To ask the Secretary of State for the Home Department, how many (a) slavery and trafficking prevention orders and (b) slavery and trafficking risk orders have been (i) applied for and (ii) granted since the coming into force of the Modern Slavery Act 2015.

Slavery and Trafficking Prevention Orders (STPO) and Slavery and Trafficking Risk Orders (STRO) under the Modern Slavery Act were commenced on 31 July 2015. The police, NCA and Home Office Immigration Enforcement may apply to a Magistrates Court for both types of order. Courts may make a STPO when sentencing an individual for a slavery or human trafficking offence. Her Majesty’s Courts and Tribunals Service provides quarterly statistics on applications for all types of orders and information has been published for the period up to June 2015. Information on applications for STPOs and STROs since 31 July 2015 will be published in the next issue of data covering the period July – September 2015.

To ask the Secretary of State for the Home Department, what plans her Department has to publish the details of commercial arrangements with and training offered by the College of Policing to the government of the Kingdom of Saudi Arabia.

The College of Policing sets standards of practice and is the professional body for those working in policing. In common with other organisations, the College does not routinely publish details of commercial contracts and has no plans to do so. In relation to international assistance, the College works closely with the Home Office, the Foreign and Commonwealth Office and other partners across government. It provides as much information as possible under the Freedom of Information Act, including the total income it has received from international activity.

To ask the Secretary of State for the Home Department, what screening provisions the Government has put in place to prevent people who wish to cause the UK harm from entering the UK through the Syrian refugee resettlement programme.

We take security extremely seriously in cases referred to us for resettlement, working closely with the UNHCR who have their own robust identification processes in place. When potential cases are submitted by the UNHCR for our consideration they are screened and considered by the Home Office for suitability for entry to the UK: we retain the right to reject individuals on security, war crimes or other grounds. For reasons of national security, we cannot provide further on the details of the screening process itself.

To ask the Secretary of State for the Home Department, how many cases of (a) trafficking in human beings and (b) forced labour have been recorded by North Yorkshire Police for each year from 2010 to 2014; in how many such cases prosecutions were brought; and what the outcome was of those prosecutions.

Recorded crime figures for the period 2010 to 2014 do not directly map on to the two categories in the question. Data on human trafficking for sexual exploitation is available for that period, and there were no cases of this crime type recorded by North Yorkshire police in the years requested.
A separate ‘modern slavery’ crime classification was introduced in April 2015 covering all forms of human trafficking, slavery, servitude and forced or compulsory labour. Figures for April to June 2015 are available in the statistical bulletin “Crime in England and Wales, year ending June 2015”, published by the Office for National Statistics on 15 October 2015.
The Crown Prosecution Service (CPS) flags cases related to human trafficking and forced labour in its Case Management System, regardless of whether the eventual prosecution is for human trafficking, slavery, servitude and forced and compulsory labour, or for another offence. The table below shows the number of defendants flagged for offences related to human trafficking and to slavery, servitude and forced or compulsory labour in the CPS North Yorkshire Area:

To ask the Secretary of State for the Home Department, how many people were accepted onto the Metropolitan Police National Fast Track Programme in the last 12 months; and how many such people did not subsequently pass the vetting procedure and therefore did not take up their places on the programme.

The College of Policing delivers the fast track and direct entry programmes. According to its data, seven external officers and 25 internal officers started the fast track programme with the Metropolitan Police in September. There were 1,952 applicants for the 2015 external fast track programme, of which 421 were to the Metropolitan Police. The public need to have confidence that police officers have been subject to extensive vetting before they join, and it is for individual forces to make decisions on recruitment.

There are currently 326,144 individuals who hold Security Industry Authority licences. Since 2010, 765,022 licences have been issued.
