    To ask Her Majesty’s Government whether they will consider amending electoral law to provide for and require the amounts and details of parliamentary candidates’ election expenses to be published online, and whether this could be implemented voluntarily in the meantime.

    Electoral legislation sets out the process for publicising the details and amounts of candidates’ election expenses; election expenses are made available for two years after they are submitted.

    Current electoral law does not expressly require candidates’ election expenses to be published online, but nor is this expressly excluded.

    The Law Commission has raised the matter of online publication of this information in their review of electoral law. This review is on-going and we are awaiting the recommendations of the Law Commission before consideration is given to further legislation in respect of this matter.

    The Government is therefore not persuaded of the need to change legislation at this time.

    To ask Her Majesty’s Government what is the current level of HM Treasury’s outstanding statutory debt in relation to the Dunfermline Building Society; how much has been paid by the Financial Services Compensation Scheme towards that debt; and whether any assets have been retrieved or sold since the Society went into administration.

    In March 2009, Dunfermline Building Society (DBS) was entered into special administration under the Banking Act 2009. As part of the resolution, HM Treasury provided just under £1.6 billion to enable the transfer of the core DBS business to Nationwide Building Society. The remainder of DBS is currently being wound-down by KPMG affiliated administrators.

    Most of the estate has been wound-down and the remaining commercial book is expected to run-off over the next 1-2 years, at which point the administration will be complete. In 2014, the remaining residential mortgage portfolio was sold by the administrators to Arbuthnot Latham and Co. As of 31 March 2015, HM Treasury has received just over £1 billion from the DBS estate.

    The Financial Services and Markets Act 2000 ‘Contribution Regulations’ allow the Treasury to recover any shortfall from the estate from the Financial Services Compensation Scheme (FSCS), subject to a cap, via an interim levy on industry. In October 2014, the FSCS made the first payment to HM Treasury with respect to DBS, of £100 million.

    HMT expects to recover the amount in full.

    The recent negotiations established substantial common ground between the parties on how to establish the legacy bodies identified in the Stormont House Agreement.

    The Government is currently reflecting on how we can move forward and achieve broad consensus in support of legislation to establish these legacy bodies.

    To ask Her Majesty’s Government whether they plan to increase their financial assistance for family planning and sexual and reproductive health and rights in Myanmar, in the light of the reduction in funding by other donors.

    DFID is helping to improve the health of the poorest and most vulnerable people in Burma, including funding programmes to increase access to modern methods of family planning and other reproductive health services. We are supporting the 3MDG health fund in Burma with nearly £90 million between 2010 and 2017. The 3MDG health fund is providing family planning services for a population of 4.4 million. DFID is currently reviewing our approach for all country programmes for the next five years as part of the government’s overall spending review.

    We have not made any representations to the Israeli authorities over this specific issue. We do, however, remain deeply concerned about restrictions on freedom of movement in the Occupied Palestinian Territories. Our Ambassador in Tel Aviv raised this issue with Israeli National Security Advisor Cohen on 2 November. Our Consul-General to Jerusalem also raised this issue with the Mayor of Jerusalem on 28 October.

    The Deputy Head of Mission at our Embassy in Tel Aviv raised this issue with Israel’s National Security Council Director on 18 November. We continue to urge both the Israelis and Palestinians to maintain calm and refrain from taking actions which could make peace more difficult to achieve.

    To ask Her Majesty’s Government what measures are being taken in the UK to safeguard moderate Muslims from Islamophobic crime, in the light of the recent terrorist attacks around the world.

    The Government takes the safety of the Muslim and all other communities extremely seriously, and deplores all forms of hate crime. We are concerned by reports of increased attacks against Muslims in recent weeks, and we are working with the police and community groups on monitoring the situation and taking appropriate action where required.

    The police constantly review events and potential threats to ensure everything is being done to protect our communities from terrorism, hate crime and the impact of public protest.

    After the attacks in Paris the police have increased their presence on some streets and at some locations, and they will be intensifying their approach at events in big cities. Officers are working closely with London’s communities and businesses to provide advice and reassurance. Government officials are also speaking to community organisations such as Tell MAMA to ensure that we are aware of the current issues around anti-Muslim hatred and to ensure that we increase reporting of it.

    The Government is committed to tackling hate crime. That is why we have announced a new cross-Government Hate Crime Action Plan. This will be taken forward in partnership with the communities that it seeks to protect, and will include a range of actions across Government. We have also announced that from 2016, police forces will be expected to record data on hate crimes against Muslims and members of other religious groups, to allow us to properly assess the scale of the problem we are facing.

    Our Counter-Extremism Strategy, published in October, outlines how we will further protect British Muslims, including communities worried about Neo-Nazi groups who may be planning crimes such as attacks on Muslims.

    While we have not raised this specific issue with the Israeli government, our Ambassador in Tel Aviv regularly raises UK concerns over the use of force by Israeli security authorities, most recently with the Director General of the Israeli Ministry of Foreign Affairs on 28 October. We continue to stress the need for proportionality and proper accountability.
