    To ask the Secretary of State for Defence, what assurances he sought from his French counterpart that, in providing British surveillance assistance to the French bombing of identified ISIS operational buildings in Raqqa following the ISIS-inspired terrorist attacks in Paris, the French military avoided any civilians being killed as collateral damage from the bombings.

    France is operating alongside the UK as part of the international Coalition against Daesh. All Coalition air operations are planned in accordance with international law and every precaution is taken to minimise collateral damage and civilian casualties.

    Broadband Delivery UK’s Market Test Pilot scheme has been exploring alternative technologies, including wireless, with the aim of better informing how to provide superfast broadband to the hardest to reach premises. The results of these pilots will be published soon.

    The Government’s consultation ‘the balance of payments between television platforms and public service broadcasters’ examined how the public service broadcasters’ business models for the distribution for television content work. The focus of this consultation was on the commercial arrangements between broadcasters and PSB platforms – not subscription-free DTT platforms.

    To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to reduce the number of derelict and abandoned buildings.

    The number of empty homes is at its lowest since records began. Local authorities have powers and strong incentives to tackle empty homes. Through the New Homes Bonus they earn the same financial reward for bringing an empty home back into use as building a new one. Councils may also charge up to 150% council tax for homes empty for over two years. In addition, we have reformed permitted development rights to free up the planning system and encourage the conversion of existing commercial buildings into residential units

    A local authority can also serve a notice under section 215 of the Town and Country Planning Act 1990 to make good land and buildings that are not being properly maintained where the public amenity the area is being adversely affected. Where a section 215 notice has not been complied with, the local planning authorities can carry out the works and seek to recover the costs. Additionally local authorities also have powers under sections 76-79 of the Building Act to dealing with defective premises, dangerous buildings, ruinous/dilapidated buildings and neglected sites; section 29 of the Local Government (Miscellaneous Provisions) Act 1982 for works on unoccupied buildings; and sections 79-82 of the Environmental Protection Act for abatement or prohibition of a nuisance.

    To ask the Secretary of State for Communities and Local Government, what he weight he plans to give to the views of people living close to the proposed shale gas well at Roseacre and Preston New Road in the process for considering planning appeals by Cuadrilla Resources to build wells at those sites.

    A planning appeal is a quasi-judicial process, and every application needs to be considered on its individual merits, with due process, in light of the relevant material considerations. To avoid prejudicing the decisions, I should not comment further but can reassure my hon. Friend that all relevant issues identified by local people in the current appeals by Cuadrilla Resources will be given very careful consideration.

    To ask the Secretary of State for Communities and Local Government, what his policy is on pausing planning applications to build shale gas wells until after the Environment Agency has completed its consultation and published guidance for onshore oil and gas operations in the UK.

    There is no policy to delay the determination of shale gas planning proposals pending the completion of the Environment Agency’s consultation on their updated Onshore Oil and Gas Sector Guidance issued on 26 November.

    The Government has in place a comprehensive regulatory framework for shale gas development. As part of this, the Environment Agency’s views on schemes can be taken into account by local planning authorities, or by the Secretary of State where relevant, in the determination of planning proposals for shale gas development.
