    To ask Her Majesty’s Government how many of the 31 safety recommendations made by the Air Accidents Investigation Branch (AAIB) in its report on the accident to Boeing 737-236 series 1, G-BGJC at Manchester International Airport on 22 August 1985 remain extant, or have been improved, within current UK or EU aircraft airworthiness requirements or operational procedures; and what specific procedures are in place consistently to monitor the implementation of all of those AAIB recommendations.

    After detailed analysis of the 31 recommendations made by the AAIB to the CAA, 28 were implemented and another was partially implemented. The CAA’s initial response to the AAIB’s recommendations, including any resulting changes to requirements or operational procedures, were published in their publication CAP593 ‘Air Accidents Investigation Branch (AAIB) Recommendations: Progress Report 1990’.

    Recommendations are not tracked once implemented as routine regulatory oversight arrangements will then apply.Changes to legal requirements or guidance introduced as a result of a recommendation may be superseded as aircraft design, technology and legislation develops.

    The Christmas Bonus was introduced in 1972 and was £10. In current (October 2015) prices, the value of the 1972 Christmas Bonus was £115.41.

    Both Pensioners and working age people in receipt of certain benefits receive the Christmas Bonus. Christmas Bonus payments are usually automatically generated based on receipt of a qualifying benefit. The cost of doing this is not separately identifiable from the administrative costs of the qualifying benefits.

    We continue to monitor these specific cases and regularly underline the importance of freedom of expression and all fundamental freedoms as part of our broader dialogue with the Turkish government. Our Ambassador in Ankara highlighted his concerns about the number of journalists detained in Turkey, including Mr Dündar and Mr Gül, in his public blog released on International Human Rights day. We welcomed the EU Commission’s Annual Progress Report on Turkey, released on 10 November, which highlighted the need for further reforms from Turkey in these areas. Freedom of expression must be respected and all media outlets must be allowed to report freely without intimidation.

    To ask Her Majesty’s Government whether they were consulted on the EU–Turkey deal that will allow Turkish citizens visa-free access to the Schengen area and which provided for three billion euros of aid to Turkey over two years.

    The UK played an influential role in shaping the EU-Turkey summit on 29 November where these issues were discussed. The Prime Minister, my right Hon. Friend the Member for Witney (Mr Cameron), attended the summit, where the EU and Turkey agreed to step up cooperation on the many common issues that we face. We welcomed the clear message the summit sent of the importance the EU attaches to its wide-ranging partnership with Turkey. Turkey is a key partner in the EU’s response to the migration crisis and we commend its generosity in ably hosting over 2.2 million refugees from the crisis in Syria and Iraq. A funding package of €3 billion will help ease the refugee burden on Turkey whilst preventing further uncontrolled migration to the EU. Any progress in Turkey’s visa-liberalisation roadmap will not directly affect the UK as we do not participate in the immigration and border aspects of the Schengen acquis.

    To ask Her Majesty’s Government what action they plan to take following the announcement that the government of Israel is to end its diplomatic links with the EU.

    It is not our understanding that the Government of Israel is ending its diplomatic links with the EU. The High Representative of the EU for Foreign Affairs and Security Policy, Federica Mogherini, discussed this issue with Israeli Prime Minister Netanyahu on 30 November. Prime Minister Netanyahu clarified that Israel will continue to work with the EU on the Middle East Peace Process. In December 2009, the UK introduced voluntary guidelines to enable produce from Israeli settlements in the Occupied Territories to be specifically labelled as such. We therefore also welcome the EU’s ‘Interpretative notice on the indication of origin of goods from the territories occupied by Israel since June 1967’, a technical clarification of existing rules, adopted on 11 November.

    To ask Her Majesty’s Government what representations they have made to the government of Israel following a report by Rabbis for Human Rights that young Jewish settlers from Yitzhar were calling for Palestinians to be burned alive.

    Whilst we have not specifically raised this issue, we are deeply concerned by the recent violence across the Occupied Palestinian Territories and Israel. We strongly condemn all acts of violence and all incitement to commit acts of violence. Since the start of the current violence we have spoken regularly to both the Israeli government and the Palestinian Authority, urging them to use their influence to de-escalate the tensions. The most recent discussion with the Israeli government was on 19 November when our Ambassador in Tel Aviv raised our concerns with Gilad Erdan, Israel Minister for Strategic Affairs, Public Security and Information.

    The Government does not advise banks around the closure of bank accounts of NGOs: it is for a bank itself to decide whether or not to offer products or services to certain individuals or groups, and it would not be appropriate for the Government to seek to control the commercial decisions of banks and other financial institutions, nor compel them to make a specific decision about a bank account. Banks take such decisions taken in accordance with their business strategies, risk appetite and legal and regulatory requirements.

    To ask Her Majesty’s Government what representations they have made to the government of Israel concerning the detention and interrogation of a six year-old boy in Bethlehem.

    While we have not raised this specific incident with the Israeli authorities, we have been informed by officials from our Consulate General in Jerusalem that the child concerned has reportedly been released.

    We regularly raise the issue of detention of minors with the Israel government. On 27 August our Ambassador in Tel Aviv lobbied the Israeli Military Advocate General on our concerns about children in detention.
