    To ask Mr Chancellor of the Exchequer, with reference to his Oral Statement of 25 November 2015, Official Report, column 1358, what the evidential basis is for his statement that the Midlands is creating jobs three times faster than London and the South East; and if he will make a statement.

    The independent Office for National Statistics publishes labour market statistics for the 12 UK regions every month.

    According to the latest data which covers the 3 months to September 2015, the total number of people in employment in London and the South East has increased by 53,000 since the same period one year earlier (the 3 months to September 2014). This equates to an increase of 0.6 per cent on the employment level one year ago.

    According to the same data, the total number of people in employment in the East and West Midlands combined (the ‘Midlands’) has increased by 101,000 over the same period. This equates to an increase of 2.1 per cent on the employment level in the Midlands one year ago. This rate of increase is more than 3 times faster than the rate for London and the South East.

    The government announced at Autumn Statement 2014 that it would provide £141m of funding for the cultural and university quarter in the Queen Elizabeth Olympic Park. Spending Review and Autumn Statement 2015 confirmed that the government will provide funding for this.

    To ask Mr Chancellor of the Exchequer, with reference to paragraph 3.70 of the Spending Review and Autumn Statement 2015, whether it is his policy that the new rate of stamp duty land tax on second homes will apply to foreign investors and people not domiciled in the UK.

    Foreign investors and people not domiciled in the UK will be treated in exactly the same way as UK residents under these new rates. If purchasers own another property anywhere else in the world and are purchasing an additional property in England, Wales or Northern Ireland they will be charged under the new rates.

    We have committed to increase funding for the BBC World Service to £34 million in 2016/17 and £85 million a year up to 2019-20. As a provider of accurate, impartial and independent news the BBC World Service helps to strengthen democratic accountability and governance, meaning that a significant portion of the funding provided can be classified as Official Development Assistance (ODA). ODA is subject to approval via the Organisation for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC), which oversees international ODA classification. We will work with the BBC and DAC to make the case for classifying up to £28m of the £34m in 2016/17 as ODA, and up to £70m per year in three remaining years of programme as ODA spend.

    This is a matter for the Financial Conduct Authority (FCA), which is operationally independent from Government.

    To ask Mr Chancellor of the Exchequer, what estimate he has made of the revenue that is likely to accrue from Welsh employers as a result of the apprenticeship levy in each of the next five years.

    The apprenticeship levy will apply across the UK and will be collected from employers on a UK wide basis. An allowance of £15,000 means only those with a paybill exceeding £3million will have to pay it.

    We are already working with the Welsh Government and the other devolved administrations to ensure they can get their fair share of the revenue and, as far as possible, to develop a system for administering the levy which complements the skills and apprenticeship policies of each of the devolved administrations.

    We are committed to doing all we can to make the system work for employers wherever they are in the UK.

    The apprenticeship levy will apply to employers across the UK. An allowance of £15,000 means only those with a paybill exceeding £3million will have to pay it. The Government is working with the Welsh Government and other devolved administrations to ensure fair and transparent funding and, as far as possible, to develop a system for administering the levy which complements the skills and apprenticeship policies of each of the devolved administrations.     My Rt hon Friend the Secretary of State for Business, Innovation and Skills has a regular series of meetings with the Trade Union Congress in which a range of subjects are discussed. The Trade Union Congress has responded to the Department for Business Innovation and Skills’ consultation on the implementation of the Posted Workers Enforcement Directive. In addition, some Trade Union Bill correspondence has referred to compliance with the EU Social Charter. No recent representations from either the honourable Member for Wallasey or the Labour Party have been received through the Department concerning the protection of workers’ rights in the EU.
