    To ask the Secretary of State for Northern Ireland, whether financial penalties related to welfare reform have been ceased since legislation on that subject was agreed by the Northern Ireland Assembly; and whether there has been reimbursement of such penalties since that agreement.

    In the Fresh Start Agreement, the Government committed to stop welfare deductions for 2015-16 following Assembly approval of a consent motion to enable primary and secondary legislation to the welfare system to proceed at Westminster.

    The Government also committed to refund the proportion of deduction due for the remainder of 2015-16, making an equivalent sum available to the NI Executive spread equally over 2016-17 and 2017-18. This will now take place.

    To ask the Secretary of State for Justice, how many NOMS staff have been dismissed for corruption in each of the last five years.

    The vast majority of NOMS staff undertake their duties with honesty and integrity. However, like all large organisations a minority of staff engage in corrupt activity. This is particularly challenging for NOMS given its role. We are committed to ensure that corruption will be investigated and eliminated to ensure prisons remain a safe and secure environment for staff, prisoners and visitors. Allegations against staff that are potentially criminal in nature are referred to the police for investigation.

    A Corruption Prevention Unit delivers the key elements of the Agency’s corruption prevention strategy, including: detection, enforcement, training and support for staff. As part of this work NOMS collates records centrally of staff dismissed for offences which meet its definition of corruption.

    The number of dismissals over the last five years of NOMS staff for corruption related offences has been provided in the table below.

    All prisons in England and Wales have a library. NOMS has been responsible for funding prison library services in England from April 2011.

    The total NOMS allocated budget for prison libraries in 2015/16 in England was £7,592,414

    The attached table shows both the provider and allocated library budget for each prison in England since 2010. NOMS is not responsible for funding library services in prisons in Wales as this is a devolved function of the Welsh Government so data is not included. Privately managed prison contracts put in place since 2011 have identified levels of funding for libraries and so are included in the table. The table does not include library provision at privately managed prisons whose contracts were awarded before 2011 as this was part of the overall included contract price and so it is not possible to extract a specific cost element to this part of the contract. This equates to 10 prisons.

    On 8 September 2015 the Secretary of State announced a review of the quality of education in prisons, chaired by Dame Sally Coates, which will report later in the year.
