    To ask the Secretary of State for Culture, Media and Sport, what steps he is taking to widen access to the digital economy for young people.

    This Government is ensuring that young people can participate in the digital economy. The new computing curriculum was launched in schools in September 2014, supporting young people to be digitally confident, and reformed digital apprenticeships are providing more opportunities for young people to gain the digital skills employers value. This Government has also launched a new digital degree apprenticeship, giving young people from all backgrounds high-level digital skills training alongside on-the-job experience.

    To ask the Secretary of State for Business, Innovation and Skills, what progress has been made in negotiations with Barclays Bank plc about business banking services being offered through the Post Office.

    The Post Office is negotiating with the major banks, including Lloyds and Barclays, with a view to extending and standardising the services available to the banks’ small business customers. These are commercial negotiations which are still ongoing. The Government is clear that completion of these negotiations should be a priority.

    The Government is keen to see continued and wider availability of banking services through Post Office branches. In this context, we welcome the recent agreement between HSBC and the Post Office to provide HSBC’s business customers with services through Post Office branches.

    The Department has completed an assessment of the cost to implement the Digital Apprenticeship Service. In line with Cabinet Office best practice, we do not intend to procure the full scope of the Digital Apprenticeship Service. We supplement in-house expertise with services from a range of suppliers and will procure any further services through government frameworks in phases over the next 12 months.

    The EU Referendum Act 2015 sets out the Government’s commitment to publish information about rights and obligations that arise under EU law as a result of the UK’s membership of the EU, and examples of countries that are not members of the EU, but have other arrangements with the EU.     CPI inflation was 0.1 per cent in November 2015 and RPI inflation was 1.1 per cent. Low inflation is being driven by falling food and energy prices, and we continue to see a combination of low prices, rising pay packets and record high employment.

    The other sources of local government income referred to in paragraph 2.123 includes business rates and council tax, both of which are forecast to increase over the course of the spending period. It is based on the English local authority current expenditure in supplementary fiscal table 2.31 to the OBR’s Economic and Fiscal Outlook publication (November 2015), excluding grants from central government.
