    We frequently bring up the issue of the lack of building permits issued to Palestinians and the challenges this causes to the Palestinians. Most recently, on 24 November our Deputy Head of Mission in Tel Aviv raised the issue with Israel’s Head of Coordination of Government Activities in the Territories.

    The UK can be proud of the results that its aid to India continues to achieve. For example, during the five years to 2015, UK aid has ensured that over 3.5 million pregnant women and children under 5 are covered by nutrition programmes in eight low income states; that over 1.3 million people have sustainable access to improved sanitation; and that over 600,000 additional people have access to low carbon energy.

    To ask Her Majesty’s Government what discussions they have had with the government of India regarding the termination of UK aid to India in 2016.

    In November 2012, the Secretary of State for International Development announced the UK would end our programme of financial aid grants to India by the end of 2015. That is exactly what we are doing. We will responsibly fulfil commitments to existing financial grant aid projects – all of which will be completed by end of 2015 – after which we will only provide support in the form of private sector expertise and technical assistance.

    The post-2015 transition plan was agreed in 2012 following extensive consultation with the Government of India (GoI), and has been reviewed annually with the GoI, including most recently in October 2015.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Nash on 9 December (HL4113), whether instances of bullying and abuse of children and young people via social media networks are reported, recorded and included in those exclusions statistics.

    Incidents of bullying and abuse of children and young people via social media by pupils which resulted in exclusions are reported to the Department. The Department publishes these incidents in its annual exclusions statistics. The latest statistics were published on 30 July 2015 and can be found online at GOV.UK.

    The school census guidance provided to schools and local authorities for the 2015/16 academic year explicitly includes cyber bullying in the bullying exclusion category for the first time.

    Prior to this, the guidance for the bullying category only specifically referenced verbal, physical and homophobic bullying.

    Clause 10 of the Trade Union Bill takes forward the Government’s manifesto commitment to introduce a greater level of transparency into union activities by requiring union members to make an active decision to contribute to a union’s political fund.

    Therefore, there has been no further consultation on this.

    To ask Her Majesty’s Government what assessment they have made of the estimated annual financial loss to the Labour Party following the implementation of clause 10 in the Trade Union Bill, which will reverse the current opt-out process.

    There has been no assessment. However, the proposals in the Bill are not about party funding. The Trade Union Bill is introducing a greater level of transparency into union activities by requiring union members to make an active decision to contribute to a union’s political fund.

    If union members want a political fund they are perfectly free to contribute to one, so, this will not necessarily lead to a reduction in the funds available.

    Our UN pledges renew our enduring commitment to promoting universal human rights. This includes work to abolish the death penalty. As I have said repeatedly in this House, this Government opposes the death penalty in all circumstances and we continue to call on all states to abolish it.
