    To ask the Secretary of State for Health, what steps his Department is taking to ensure that doctors from the EU working in the NHS have adequate English skills to practice.

    In 2014 powers were given to the General Medical Council to enable them to carry out proportionate language checks on doctors from the European Union who wish to practise in the United Kingdom. This is a major step forward for quality of care and patient safety by ensuring that only doctors with adequate English language skills are able to practise in the UK.

    Local checks are also carried out by individual employers as part of their recruitment processes.

    To ask the Secretary of State for Transport, what account the Government’s forthcoming review of the night noise regulations for Heathrow, Gatwick and Stansted airports will take of the WHO Europe’s recommendation that noise at night should not exceed 40 dB Leq.

    The WHO’s 2009 Night Noise Guidelines for Europe do not refer solely to noise from aviation, but are based on the Lnight,outside indicator which measures the average noise that individuals are exposed to over all nights of a year – including from all transport sources and non transport sources such as industry and the neighbourhood.

    One of the environmental objectives of the current night flight restrictions is to limit and where possible reduce the number of people significantly affected by aircraft noise at night. This is based on the measure of the area and number of people within the 6.5 hour night quota period contours, and in particular the 55dB LAeq contour. This is the threshold also used in the WHO Night Noise Guidelines for Europe. This is also consistent with the Government’s overall policy on aviation noise to avoid significant adverse impacts.

    The Government’s proposals for the night flight restrictions from October 2017 will continue to take account of the latest evidence on the health impacts of night flights.

    To ask the Secretary of State for Communities and Local Government, if he will introduce a nationwide disabled Vehicle Excise Duty parking exemption list to ensure that disabled people are not required to apply to each local authority before being able to use their car parks.

    The Government has no plans to establish a nationwide disabled Vehicle Excise Duty parking exemption list for off-street car parking. It is for local authorities to comply with equalities legislation when providing a service, including off-street parking.

    To ask the Secretary of State for Defence, pursuant to the Answer of 22 February 2016 to Question 26719, how many civilian staff posts have been removed to date as a result of (a) the Army 2020 plan and (b) outsourcing logistics to Leidos; and how many such posts are subject to planned reductions over the remaining course of each such programme.

    The Civilian Structures Project (CSP) was established to align the civilian workforce structure with Army 2020 changes; under this programme, 577 civilian posts have been removed to date. The Army is currently undertaking a study to establish the necessary refinements to Army 2020 capability and structures to meet the requirements of the Strategic Defence and Security Review. Further work on CSP is on hold while this study is conducted.

    In August 2015, 1,130 civilian posts transferred to the Delivery Partner, Team Leidos, under Transfer of Undertaking Protection of Employment (TUPE). Future staffing levels are a matter for Team Leidos.

    To ask the Secretary of State for Health, what steps he has taken in response to the findings of the first set of operational data collected by NHS England on wheelchair services; and what steps he is taking to ensure that short-term wheelchair loans are available for people waiting for provision of NHS wheelchairs.

    The national wheelchair services data collection was introduced by NHS England in July 2015 and requires clinical commissioning groups to submit quarterly data on their wheelchair services. Data has so far been published for quarter two and quarter three 2015/16. This is a new collection and therefore does not yet provide an opportunity to draw national or regional comparisons. The vast majority of short term wheelchair loans are provided through charities such as the Red Cross and not via the National Health Service.

    To ask Her Majesty’s Government what assessment they have made of the lessons to be learnt from the flight of refugees from Fallujah and applied to the liberation of Mosul when it takes place; and what assistance will be provided to the minorities from Mosul’s neighbouring towns and villages to ensure that towns, villages and homes vacated by Christians, Yazidis and ethnic Shiites are restored to the rightful occupants.

    The UK is working closely with the United Nations, Government of Iraq and other partners to learn lessons from the displacement of civilians from Fallujah and ensure they are factored into humanitarian contingency planning for Mosul. The UK is also working with the Coalition to support the Government of Iraq in developing plans to stabilise areas, like Fallujah, which have been liberated from Daesh, and by working to provide the governance, services and security necessary to enable the safe return of all communities, including those of minorities, to their homes.

    1. 179,654 people have arrived in Djibouti, Somalia, Ethiopia, Sudan, Saudi Arabia and Oman from Yemen, including Yemeni refugees and asylum-seekers;
    2. 2,205,102 people are internally displaced within Yemen; and
    3. 21.2 million people are in need of some form of humanitarian assistance.

    Refugees who are resettled under the Syrian Vulnerable Persons Resettlement Scheme are granted a five year humanitarian protection visa and can therefore access banking services in the UK.
