    There are a number of diseases that can be passed between animals and humans (these are known as zoonotic diseases). Those affecting dogs include bacteria, viruses, fungi and parasites. One of the standard conditions of holding a dog breeding establishment is that all reasonable precautions must be taken to prevent and control the spread of infectious or contagious diseases.

    To ask the Secretary of State for Education, what steps her Department plans to take to publish performance data for academy chains.

    In March 2015 the Department published a consultative statistical working paper proposing performance measures for multi-academy trusts[1].

    In addition, the Department’s school performance tables now allow parents and others to more easily see which academies are within a multi-academy trust and the information for each academy, including their academic performance and Ofsted judgements[2].

    Ofsted also carries out focused inspections of groups of academies within multi-academy trusts and these outcomes are published[3].

    Highways England Delivery Plan, published in 2015, includes the introduction of smart motorways on the A1(M) between Junctions 6 and 8. This will provide improved capacity and better access, and should unlock much of the growth potential around Stevenage.

    The scheme is commencing design development works now.

    The human rights situation in Iran continues to cause great concern, in particular its use of the death penalty and the restrictions on freedom of expression and belief. Although President Rouhani pledged to improve the rights and freedoms of the citizens of Iran when he was elected, we are yet to see concrete improvements.

    To ask the Secretary of State for Justice, what recent discussions he has had with the Secretary of State for Transport on the sentencing review of motoring offences and penalties.

    Both the Ministry of Justice and the Department of Transport are aware of concerns about a number of issues relating to serious driving offences and the maximum penalties those offences carry. The Government are committed to making sure that the courts have sufficient powers to deal with driving offences appropriately and proportionately within the context of our wider sentencing framework. It is our intention to commence a consultation before the end of the year which will look at driving offences and penalties.

    The new Justice Secretary will meet the new Transport Secretary to discuss further in due course.

    To ask the Secretary of State for Health, what assessment he has made of (a) the performance of Circle Holdings Plc in the delivery of musculoskeletal services in Bedford and (b) whether Circle Holdings Plc is meeting its national access targets; and if he will make a statement.

    The assessment of the performance of musculoskeletal (MSK) services in Bedfordshire is a matter for the local National Health Service.

    Bedfordshire Clinical Commissioning Group (CCG) advises that it monitors Circle’s performance closely through monthly contract meetings and Service Quality and Performance Reports.

    The CCG advises that Circle Clinical Services Limited is the Prime Contract provider for MSK services for over 18s in the Bedfordshire area, and is responsible for managing the whole patient pathway. Circle itself does not provide clinical services to patients as part of this contract, but refers patients on to local hospital and community based providers subject to patient choice. Circle therefore does not submit data on national Referral to Treatment waiting time standards in relation to MSK services in Bedfordshire. Waiting times data is included in the data return from the patient’s hospital or community provider.

    The Department has had no such discussions. The Department’s National Institute for Health Research welcomes funding applications for research into any aspect of human health, including the use of aspirin or other treatments to improve fertility. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.

    To ask the Secretary of State for Health, what discussions his Department has had with clinical bodies on the approach in the NHS to prescribing Ritalin for children with ADHD.

    It is not appropriate for the Department of Health to be involved in operational decisions relating to the prescribing of methylphenidate (for which Ritalin is a trade name) in the treatment of Attention Deficit Hyperactivity Disorder. That is a matter for the National Institute for Health and Care Excellence, which is currently revising guidance on the use of methylphenidate and will be consulting widely on that new guidance which is expected in 2018.
