    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answers of 20 February 2016 to Question 27903 and 3 March 2016 to Question 28905, what the reason is for the apparent discrepancy between the number of overseas visits listed in each answer.

    Having checked the responses from the previous two requests, it appears that the answer to Question 28905, had inadvertently excluded the visits undertaken by Lord Puttnam in 2014. These visits were to:

    Vietnam

    Cambodia x2

    Laos x2

    Burma

    Also since receiving the original request, there had been another visit in 2016, so the total recorded went from 12 to 13.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the potential effect of introduction of a tobacco licensing regime on small retailers and convenience stores.

    My Rt hon Friend the Secretary of State for Business, Innovation and Skills has not made an assessment of the impacts of introducing a tobacco licensing regime or an estimate of annual cost. Under the Government’s Better Regulation framework, where regulatory measures that impact on business are being considered, it is the responsibility of the Secretary of State of the Department introducing the measure to ensure that an assessment is undertaken. This allows decisions to be taken with a clear understanding of the likely impacts of any measure. As announced in the 2015 Autumn Statement, HM Revenue and Customs are currently consulting on whether to introduce a tobacco licensing regime and responses to this consultation should inform any assessment, including the potential effect on small retailers and convenience stores.

    In December 2015 the Government confirmed its intention to bring forward draft legislation to create a Public Service Ombudsman, encompassing the existing jurisdictions of the Parliamentary and Health Service Ombudsman and the Local Government Ombudsman. The intention remains to publish a draft Bill in this parliamentary session.

    Any complaint made by a foreign government about a television or radio station that is licensed in the UK is a matter for Ofcom to deal with.

    The National Media Museum in Bradford holds the National Photographic Collection, which has over 3 million photographic objects. DCMS museums operate at arm’s length from government and the transfer of objects between national museums is a matter for the boards of the museums.

    The Radiation (Emergency Preparedness and Public Information) Regulations 2001 apply to areas, defined in each case by the Office for Nuclear Regulation, surrounding nuclear sites. The regulations do not apply to road transport and therefore no guidance is issued.

    To ask Mr Chancellor of the Exchequer, what estimate his Department has made of the Government’s (a) gross and (b) net contribution to EU institutions in 2014; and what the UK’s balance of payments with those institutions was in that year.

    Complete outturn figures, including receipts administered by public sector bodies and those received directly by beneficiaries, for the UK’s gross and net contribution to the EU Budget in 2014 can be found in Table 3B, page 16, of HM Treasury’s European Union Finances 2015 publication (Cm 9167) which is available from the House library and on gov.uk. No estimates are provided, as outturns for 2014 are available. The Government does not produce an estimate of the UK’s balance of payments with EU institutions.

    The UK’s contributions fluctuate between years. Over the years 2010 to 2014, the UK’s contributions averaged around £7.1bn. This means that for every pound paid in tax, a little over 1p goes to the EU. An explanation of these figures can be found in Annex B of HM Treasury’s analysis of the long-term economic impact of EU membership and the alternatives.
