    To ask Her Majesty’s Government what is their assessment of the credibility of investigations conducted in Nigeria into allegations of human rights violations committed by the Nigerian security forces.

    There are credible reports that human rights violations have been committed by Nigerian security forces during its operations against Boko Haram. We welcome President Buhari’s commitment to overhaul the Nigerian armed force’s rules of engagement, to investigate credible allegations of human rights violations and to take appropriate action. We understand that there are a number of investigations currently underway. It is important that these investigations are comprehensive and credible, and we are monitoring these closely.

    We regularly stress to the Nigerian authorities the importance of protecting civilians in conflict and detention, and that, whilst we support their fight against terrorism, this fight should be in full compliance with human rights standards and international law. Any member of the Nigerian security forces found to have been involved in human rights violations must be held accountable.

    The Government does not keep records of numbers of animals that die as a result of being locked in cars. Records of prosecutions related to animals dying in vehicles would fall under the general offence of causing unnecessary suffering to an animal which do not provide details of individual cases.

    This Government wants to create an environment which encourages walking and cycling, where cycling and walking is the norm for short journeys or as part of a longer journey. Our goal is of streets and public places which support walking and cycling and a road network where infrastructure for cycling and walking is always improved when local and national routes are maintained, upgraded or built.

    Moving forwards the Department is working on a revision of the draft Strategy based on the feedback received during the consultation period. A number of officials are involved with the Strategy, with one specifically concerned with the consultation analysis.

    The Government continues to track the status of nationally significant infrastructure projects and programmes in the National Infrastructure Pipeline, which underpins the National Infrastructure Plan. In July 2015, the Government published a refresh of the National Infrastructure Pipeline containing details on the status of UK infrastructure projects.

    Over 2,650 projects were completed in the last Parliament and a number of priority projects have been completed since the last National Infrastructure Plan was published, including Manchester Victoria station and Nottingham Express Transit Phase 2.

    To ask Mr Chancellor of the Exchequer, how many non-British EEA nationals with a National Insurance number who arrived in each of the last four years (a) paid National Insurance contributions, (b) paid PAYE income tax and (c) claimed benefits or tax credits in the last year.

    Calculating the number of individuals who were paying PAYE income tax and National Insurance contributions who were citizens of the EEA when they first registered for a National Insurance Number is complex and cannot be done quickly. However, HM Revenue and Customs are planning to produce further information early in 2016 on this issue, once it has been properly collated.

    To ask Her Majesty’s Government what assessment they have made of the effectiveness of co-mingled recycling collection in the light of the recycling target of 50 per cent of municipal waste by 2020.

    Local authorities are best placed to determine local collection arrangements. From January 2015, under the Waste (England and Wales) (amendment) Regulations 2012, waste collection authorities were required to collect separately paper, plastic, glass and metals unless it is not necessary in order to provide high quality recyclates or its not technologically, environmentally or economically practicable to do so.

    As part of a wider study by WRAP to assess the factors influencing the recycling performance of local authorities it was concluded that very little certainty could be applied in establishing a difference in recycling performance between dry scheme types where schemes were collecting the same set of dry recyclable materials. This analysis considered data reported by local authorities for the year 2012/13 and the report is available on WRAP’s website.

    With input from WRAP, Defra has considered a number of options for achieving higher recycling rates and this work has assumed a range of collection approaches as reflected by current practice. The work being taken forward to identify opportunities for greater consistency in recycling collections provides a further opportunity to consider the effectiveness of collection options in terms of contribution to national recycling rate, quality of material collected and cost effectiveness. This work will be reported on later this year.
