    To ask Her Majesty’s Government what action they have taken in the light of any representations they have received from Clinical Commissioning Groups about removing current barriers preventing them from using the drug bevacizumab in the treatment of age-related macular degeneration.

    No action has been taken in response to the correspondence from clinical commissioning groups (CCGs) to remove current barriers to prevent them from using bevacizumab (Avastin) in the treatment of wet age-related macular degeneration (AMD). Bevacizumab is not licensed for use in the treatment of wet AMD. Unlicensed medicines can be used to treat patients where there is a special clinical need. There are two other effective licensed treatments for wet AMD recommended by the National Institute for Health and Care Excellence.

    To ask Her Majesty’s Government what assessment they have made of the extent of evidence and support, nationally and internationally, for a sugar tax as an element of tackling obesity, and why they do not support such a tax.

    As part of its review to identify possible actions to reduce sugar intakes and inform the Government’s thinking on sugar, Public Health England considered the current evidence around fiscal measures such as a tax on sugary foods and drinks. We are considering this alongside other evidence as we develop our childhood obesity strategy which will be launched shortly. It will look at everything, including sugar, that contributes to a child becoming overweight and obese. It will also set out what more can be done by all sides.

    The Chancellor announced in the recent budget that funding from the new sugar levy would be used in part to expand breakfast clubs in up to 1,600 schools from September 2017. We are currently refining the details of how this scheme will operate and further details will be announced in due course.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what the timetable is for her Department’s assessment of applications for emergency authorisation of neonicotinoid seed treatments; and whether she plans to remove restrictions on the use of neonicotinoids.

    The timetable for assessing an application for emergency authorisation varies from case to case. It needs to enable expert scientific assessment and a decision to be made against the legal criteria in time for any authorisation to be of value to users.

    Two recent applications for emergency authorisation of neonicotinoids as seed treatments for oilseed rape were turned down on 12 May following expert advice that they did not meet the criteria for authorisation.

    The UK has fully implemented restrictions on the use of three neonicotinoids. UK experts are contributing to a review of the risks to pollinators from neonicotinoids being led by the European Food Safety Authority, which is due to complete by January 2017. The European Commission will then consider whether to propose changes to the current restrictions.

    The Government finalised its application to the European Union Solidarity Fund (EUSF) in respect of the exceptional flooding in winter 2015-16 on 22 September 2016. Unlike multi-year European Union structural and investment funds, EUSF awards are paid in a single sum to the relevant Member State. If the UK’s current application is approved, any award would be received before the UK leaves the European Union.

    UK Border Force currently has twelve staff deployed to support Frontex joint operations in the Mediterranean, and one staff member seconded to Frontex Headquarters, Returns Sector, in Warsaw. Eight of the twelve staff support joint operation ‘Poseidon Sea’ in Greece: two in Kos, three in Lesbos, one in Leros, one in Samos and one in Chios; and four support Frontex joint operation ‘Triton’ in Italy: two in Trapani, one in Lampedusa and one in Syracuse.

    UK staff cannot exercise any powers on Frontex operations. Border Force staff debrief migrants to gather intelligence on their routing, modus operandi and any facilitators involved; Border Force staff also screen migrants to establish their identity, to aid the host member state with documentation and return of those migrants with no right of stay in Europe.
