    To ask Mr Chancellor of the Exchequer, whether he plans to maintain the apprenticeship levy rate of 0.5 per cent on employers’ pay bills over £3 million until 2020.

    The government has confirmed that the apprenticeship levy will be set at a rate of 0.5% of company paybill and every employer will have a £15,000 allowance to offset against their levy liability. In practice, this means only employers with paybills greater than £3million will pay the levy.

    Universal Service Providers responsible for delivering the broadband Universal Service Obligation (USO) will be designated by Ofcom following changes to primary and secondary legislation. No decision has been taken yet on funding the USO’s delivery .

    To ask the Secretary of State for Transport, how many unanswered telephone calls the National Maritime Operations Centre has each day.

    Her Majesty’s Coastguard does not record the number of unanswered routine telephone calls at the National Maritime Operations Centre or at any of the Coastguard Operations Centres within the national network.

    It should be noted that there is a robust system, in line with the Public Emergency Call Service (PECS) Code of Practice, to ensure that ‘999’ calls to Centres within the network are answered. This is through a cascade system across the network and if necessary to other emergency services.

    To ask Her Majesty’s Government what progress has been made in implementing the recommendations of the 2014 report of the UK Stem Cell Strategy Oversight Committee on the future of unrelated donor stem cell transplantation in the United Kingdom.

    The Government continues to take forward work to deliver the recommendations in the 2014 report. We remain committed to improving stem cell transplantation services and doing all we can to help those in need of a transplant to find a suitable donor.

    Since 2011, the Department has provided its delivery partners, NHS Blood and Transplant and the Anthony Nolan, a total of £16 million in additional, new funding to improve stem cell transplantation services in the United Kingdom. A further £3 million investment was announced in March 2015.

    This funding has led to a tangible improvement in the availability of stem cells in the UK and the achievements include:

    – More UK patients received a stem cell transplant in 2014 than ever before;

    – Over 60% of black, Asian and minority ethnic (BAME) patients are now able to find a well matched donor compared to only 40% in 2010;

    – A single unified bone marrow donor registry has been created streamlining the provision of stem cells and reducing the time to provide cells from adult donors;

    – The proportion of patients receiving cord blood from UK donors has significantly increased; and

    – An increase in UK patients receiving a transplant from 802 in 2010/11 to 1,060 in 1013/14. The increased use of UK-sourced stem cells has meant that more donors than ever are available to donate leading to a significant cost saving by reducing the need to import stem cells.

    The Iraqi Kurdistan Parliament has been in recess since 12 October 2015, following an escalation in tensions between Kurdish parties over the extension of the term of Kurdistan Regional Government President Masoud Barzani. The situation has now de-escalated slightly and negotiations over the extension are ongoing. We are following the situation closely and encouraging all the parties to work together to resolve this issue peacefully, in the spirit of compromise and respecting democratic principles.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Environment Agency has taken to identify those responsible for the fly-tipping of plastic and other rubbish in Cornwall Road, Smethwick in March 2015.

    The Environment Agency is continuing to investigate the case of illegal dumping on land in Cornwall Road. As this is an active investigation I am unable to provide further details at this stage.

    Illegal dumping and waste crime more generally is unacceptable whether it occurs on public or private land.

    The Government is taking action to crack down on this unacceptable behaviour and has pledged an additional £20 million of funding for waste crime enforcement over the next five years as part of the Spending Review. We are also working with the Environment Agency through a joint Waste Crime Action Plan to ensure its regulatory effort is targeted effectively and focussed on speedy and tough enforcement action
