    ​On 7 September, during a meeting with Israeli Defence Minister Lieberman in London, I raised our concerns about demolitions. Our Embassy in Tel Aviv also regularly raise our concerns on this issue with the Israeli authorities.

    We are concerned at reports that White Phosphorus was used in Idlib Province on 12th November. We have seen reports that this was Russian in origin but this has not been confirmed.

    Protection of civilians in Syria is a priority for the UK. Attacks on civilians are prohibited by International Humanitarian Law. The UK condemns the indiscriminate use of weapons in civilian areas and calls on all parties to respect International Humanitarian Law. The UK will continue to provide support to civil defence organisations in Syria to protect civilians and save lives.

    HMS OCEAN deployed away from UK waters twice in 2015. In July she participated in Exercise BALTOPS, a major Allied naval exercise in the Baltic Sea, and between September and December she was deployed on COUGAR 15, the annual deployment of the UK’s high readiness maritime Joint Expeditionary Force.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the potential effect of the apprenticeship levy on the charity and voluntary sectors.

    A key part of the Government’s commitment of 3 million apprenticeships starts in England by 2020 is to ensure that quality apprenticeships are available at all levels and in all sectors. This will give people the widest opportunity to participate in high quality programmes to improve their skills and give employers, including charities and voluntary organisations, the skilled workforce they need to grow and improve productivity.

    The apprenticeships levy will only be paid by those with an annual pay bill of more than £3 million. This is 2% of all employers. We will continue to engage with charity and voluntary sectors in the development and implementation of the apprenticeship levy.

    The final reports into Pregnancy and Maternity-related Discrimination and Disadvantage in the Workplace were published on 22 March 2016, together with the Government response to recommendations made by the Equality and Human Rights Commission.

    We had intended to publish the final reports in December 2015, but this did not prove possible as the extensive research reports took longer than expected to finalise.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the implications for his policies of the recommendations of the Creative Industries Council in its report entitled Create Together, published in July 2016, on clarifying the role of safe harbours and rights holders’ remuneration.

    The Create Together strategy produced by the industry members of the Creative Industries Council is a strategy for building on the economic success of the UK’s creative sector. It is one which the Government supports. Government is currently reviewing specific recommendations within the strategy, including on safe harbour. We are strongly committed to working constructively with industry on these issues.

    The Government agrees that it should not be possible to benefit from encouraging the posting of copyright infringing content through safe harbours, and that the rules governing who is responsible for such content should be clear. In developing the UK’s copyright framework going forward, we will consider whether the current situation is providing the right mix of incentives and protections.
