The Data and Communications Company is in the final stages of testing the national new data and communications infrastructure for smart metering. It is important to get this right to ensure a good consumer experience from the outset.
In parallel, the roll out continues to make good progress. Consumers are able to receive smart meters ahead of the national infrastructure going live and more than 3.6 million smart meters are already operating in homes and businesses across the country.

We strongly condemn the attack against the civilian residents of Camp Liberty in Iraq on Thursday 29 October. Officials from our Embassy in Baghdad raised the attack with the Iraqi Prime Minister’s Office on Friday 30 October and made clear the importance of an urgent and comprehensive investigation into the incident and that all those responsible are brought to justice.
In all of our engagement with the Government of Iraq on this issue, including at Ministerial level and in our statements, we have emphasised the importance of the Iraqi government doing everything possible to ensure the safety of the residents of Camp Liberty. We support the UN calls for more to be done to protect the residents.

To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the technological capacity of small businesses to move to a quarterly digital tax reporting system by 2020.

In the context of the Making Tax Digital programme, HM Revenue and Customs (HMRC) has developed a strong understanding of the technological capability of small businesses.
The vast majority of small businesses are already engaging with HMRC online. For example, 95% of VAT returns and 98% of Corporation Tax returns are submitted online, while a record 89% of self-assessment returns were submitted online in January 2016. In addition, many are already using digital tools to deal with their tax affairs.
HMRC has additional research underway to further explore digital capability issues. The Department recognises that some people will need support to transition to dealing with their tax affairs digitally and will help those who may struggle to adapt.
The Government will consult on the details of the Making Tax Digital proposals throughout 2016, including digital capability issues.

The UK has led efforts to put into place sanctions against four human rights offenders in Burundi . Should Burundi continue to refuse to engage in dialogue and the political and security situation continue to deteriorate, we will push for further international sanctions against those blocking progress towards peace.

The Global Goals were a historic global agreement to eradicate extreme poverty and achieve sustainable development. DFID is working closely with the Cabinet Office and other departments to ensure a joined-up approach to implementing the Goals. The Government will produce a report on the UK’s contribution to implementation this year.
