    To ask the Secretary of State for Business, Energy and Industrial Strategy, how many financial penalties have been imposed to date on respondent employers under section 150 of the Small Business, Enterprise and Employment Act 2015 for failure to pay an employment tribunal award; and how many such penalties (a) have been paid and (b) remain unpaid.

    Section 150 of the Small Business, Enterprise and Employment Act 2015 came into force on 6th April 2016. Since then 62 warning notices have been issued in relation to complaints for failure to pay an employment tribunal award. Warning notices are issued in response to complaints and can only be issue 42 days after the original award was made. Penalty notices are issued 28 days after that if payment is not made in the interim. This means there has been no requirement to issue a penalty notice to date. However, 14 penalty notices are due to be issued imminently.

    The issue of warning notices has led to ten claims being settled equating to over £50,000 of previously unpaid tribunal awards.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with the Indian government on its steps to hold to account and prosecute state officials and other people who violate the safeguard for religious freedom in that country’s constitution.

    The Constitution of India guarantees freedom of conscience and the right to freely profess, practice and propagate religion. The Indian government has a range of policies and programmes to support religious minorities.

    I welcome Prime Minister Modi’s commitment to be the "servant of all Indians". He has clearly reaffirmed his commitment to the Constitution and “the undeniable right to retain or adopt the religion of his or her choice without coercion or undue influence”. Should any individual break the law in India, it is a matter for the Indian law enforcement agencies to investigate and prosecute.

    The High Commission in New Delhi also maintains regular contact with the union and state government, civil society organisations and senior faith leaders working on religious freedom across India.

    To ask the Secretary of State for International Development, whether it is her Department’s policy to support the G7 Initiative on Climate Risk Insurance.

    The UK supports the G7 Climate Risk Insurance Initiative and is committed to contributing to meeting the collective target set out in the Elmau declaration of helping up to an additional 400 million people in the most vulnerable developing countries to gain access to climate risk insurance by 2020.

    UK support under the Initiative includes contributions to the African Risk Capacity and the Pacific Catastrophe Risk Assessment and Financing Initiative. In September the Prime Minister announced that the UK would provide at least £5.8 billion of climate finance over the next five years which will include support for climate risk insurance.

    Clinical commissioning groups (CCGs) have responsibility for the commissioning of comprehensive secondary adult mental health services. The exact nature of support available will vary by CCG and be subject to local decision making. NHS England’s programme of work to develop mental health access and waiting time standards spans all ages with a focus on enabling timely access to care delivered in line with the National Institute for Health and Care Excellence recommendations.

    NHS 111 services are commissioned by local clinical commissioning groups (CCGs) that should ensure all the services they commission are effective.

    NHS England’s monthly published data for the period April to September 2015 show that 11% of calls handled by NHS 111 resulted in dispatch of an ambulance.

    Most recent figures show that nationally 90.4% of NHS 111 users are satisfied with the service they get.
