    I have written to the European Commission and other Member States setting out our strong view that Member States should have full discretion over what rate of VAT they can apply to sanitary products, and that this should be considered in the context of the Commission’s Action Plan on VAT, which is now expected to be published in March 2016.

    Individual area reviews are expected to take about four months, the timescale being dependent on the number of colleges and complexity of the local issues involved in each area. The overall review process has been divided into five waves of area reviews and is scheduled to be completed by March 2017.

    Ministry of Justice officials met Professor Walton and others on 12 October last year to discuss his report, but the Ministry of Justice did not agree with his conclusions. Our changes to no win no fee deals have tackled the increasing costs of litigation. We delayed bringing the law in for insolvency proceedings to allow the industry time to prepare. The no win no fee reforms in Part 2 of the Legal Aid, Sentencing and Punishment of Offenders Act 2012 will come into force for insolvency proceedings on 6 April this year.

    Officials in my Department have regular contact with the insurance industry to discuss measures to reduce uninsured driving.

    I last met with representatives from the insurance industry in January to discuss a range of issues related to motor insurance including measures which can reduce the cost of insurance and thereby reduce the incentive to drive without insurance.

    All staff employed by the Northern Ireland Office during this period were paid through the Department’s payroll.

    We are unable to provide the requested information on the number of times the Department for Work and Pensions has used the services of consulting firms, including details of the work undertaken and cost to the public purse for each occasion. To do so would incur a disproportional cost to the Department because of how the data is held on our systems, and the time and resource required for extracting and analysing it.

    The Future High Street Forum was set up to provide joint business and government leadership to better enable our high streets and town centres to adapt and compete in the face of changing consumer and social trends. It advises the government in the formation and delivery of policies to support high streets and town centres and comprises a wide range of organisations that are involved in the high street.

    The Forum’s Executive Board has met 6 times in the past two years, including three times in 2016 so far.

    At the Vienna talks on 30 October Foreign Ministers discussed the crucial role of the Syrians in any political process. The UN has been asked to launch a new political process which will convene Syrian representatives for a political process on future governance, a new constitution and elections. As the Vienna Communiqué noted: “This political process will be Syrian led and Syrian owned, and the Syrian people will decide the future of Syria.”

    I refer the hon. Member to the Written Statement made by my right hon. Friend the previous Secretary of State for Defence (Philip Hammond) on 19 December 2013, (Official Report, column 124WS) on Future Reserves 2020, and the accompanying document that was placed in the Library of the House which sets out the planned growth of the trained strength of the Reserve Forces, together with the enlistment targets for the next five years.

    I also refer the hon. Member to the answer I gave on 20 October 2015 to the hon. Member for Strangford (Mr Shannon) to Question 11812 which explained the improvements we have made to ensure we reach our target strength of 35,000 trained volunteer Reservists by 31 March 2019.
