    The Department is responsible for overall policy on sexual health in England. We work collaboratively with all relevant arm’s length bodies on issues linked to sexual health and we also maintain good working relationships with other government departments on issues relating to sexual health. Accountability structures for each organisation are already in the public domain.

    To ask the Secretary of State for the Home Department, what guidance she has issued to local authorities on the provision of specialist BME domestic violence services.

    We are determined to ensure that all victims of domestic violence, including those from black and minority ethnic communities, have the same opportunities to access the criminal justice system and the appropriate support and services.

    The Government has already committed £40 million for domestic abuse services including refugees between 2016 and 2020, provided a £2 million grant to Women’s Aid and SafeLives to support a new domestic abuse early intervention project, protected funding of over £6.4 million to 86 female Rape Support Centres for 2016/17. We have also committed to a further year of funding to support the local provision of 144 Independent Domestic Violence Advisers (IDVAs) and 87 Independent Sexual Violence Advisers for 2016/17.

    The Government will shortly publish an updated Violence Against Women and Girls (VAWG) strategy which will set out how we will work with local areas and specialist charities to support all victims of VAWG, including black and ethnic minority victims.

    To ask the Secretary of State for Defence, if his Department will establish an office within his Department with a focus on assisting UK military veterans in terms of housing, health, employment, pensions and other needs.

    As I stated on 24 March 2016 during a debate in the House (Official Report, columns 1865-74) the concept of such an office, while well-intentioned, would duplicate existing provision. We already have strong cross-Government support for veterans from the Department of Health, the Department for Work and Pensions, and the Department for Communities and Local Government as well as other Departments. In addition, the Ministry of Defence (MOD) operates Veterans UK which focuses on the provision of pensions, compensation and welfare support for veterans.

    The Armed Forces Covenant is designed to stop the Armed Forces community facing disadvantage and provides an effective mechanism to connect the various stakeholders who have an interest in supporting our community. The Covenant Reference Group brings together all relevant Departments and Devolved Administrations in a way that a single agency or Ministry could not. In addition, the Defence Secretary ensures that the MOD publishes an annual report to Parliament to communicate the delivery of our Covenant commitments.

    To ask the Secretary of State for Education, what her policy is on forcing local authorities to offer flexible business rates for private nurseries.

    The Government does not collect data on particular types of premises that might have benefited from local discretionary relief.

    Central Government has given local authorities wide-ranging, discretionary powers to grant business rates discounts as they see fit – they are best placed to serve the needs of their community. All local authorities which grant a local discount will receive 50% of the cost from central Government funds.

    The Minister for Childcare wrote to all local authorities in November 2014 to encourage them to apply business rates relief to nurseries and reminded them that central Government will meet 50% of the costs involved. He also encouraged nurseries to follow up with their local authorities themselves. The Department for Communities and Local Government wrote to local authorities in January 2015, reinforcing this message.     To ask the Secretary of State for Transport, what discussions he has had with Vauxhall on Zafira models catching fire.

    The Driver and Vehicle Standards Agency (DVSA) is in regular contact with Vauxhall regarding their investigation into the cause of the fires. Vauxhall are continuing their action of notifying owners of Zafira’s, requesting the return of the vehicle to a franchised dealer for inspection of the heating and ventilation system.

    DVSA have a forthcoming meeting with Vauxhall to evaluate early evidence from the fire damaged vehicles and those vehicles examined as part of the pro-active action. DVSA will continue to work with the manufacturer to identify the cause of the fires and agree an action going forward to address the issue.
