    To ask the Secretary of State for Scotland, pursuant to the Answer of 10 December 2015 to Question 18729 and the oral contribution of the Financial Secretary to the Treasury of 6 January 2016, Official Report, columns 274-5, whether he has discussed the introduction of the new Work and Health Programme in Scotland with the Secretary of State for Work and Pensions.

    Further to my answer of 10 December 2015, UK and Scottish Government officials are discussing the introduction of the new Work and Health Programme and broader welfare reforms, including the implications for Scotland in the context of the devolution of welfare powers in the Scotland Bill. In due course, I would expect these issues to be discussed by the Joint Ministerial Welfare Group, which I co-chair with the Scottish Cabinet Secretary for Social Justice, Communities and Pensioners’ Rights and is attended by DWP and HM Treasury Ministers.

    The current contract for the management and operation of the Atomic Weapons Establishment, including the Aldermaston site, was awarded in 2000 following an open competition and will expire in 2025. No decision has been made on how any succeeding contract might be awarded.

    HM Government reached an agreement with RBS and the European Commission on 9 April 2014 to amend the terms of the Dividend Access Share (DAS). The full terms of this agreement can be found on the European Commission’s website:

    The first sale of Royal Bank of Scotland (RBS) shares was conducted in August 2015. The advice which the Chancellor received from a) the Governor of the Bank of England; b) N.M. Rothschild; c) HM Treasury; and d) UK Financial Investments (UKFI) is available on the Government’s website:

    www.gov.uk.

    The government has not undertaken any sale of RBS shares since August 2015.

    To ask Her Majesty’s Government whether parity of esteem as established in the Belfast Agreement 1998 applies to people who live in the Republic of Ireland.

    As I have explained in my previous replies to the noble Lord, the concept of ‘parity of esteem’ is expressed and defined in the 1998 Belfast Agreement in relation to people living in Northern Ireland. This Government sees parity of esteem as treating everybody in Northern Ireland fairly and with equal respect, just as it is committed to treating people fairly and with equal respect wherever they live in the United Kingdom.

    The draft Cycling and Walking Investment Strategy was published in March and set out the Department’s targets for cycling. This included an objective to reduce the rate of cyclists killed or seriously injured on England’s roads, measured as the number of fatalities and serious injuries per billion miles cycled, each year.

    We are in the process of analysing feedback received during the consultation and expect to publish the final Strategy this summer.

    No such assessment has been made by this Department. NHS England advises that Basildon and Brentwood Clinical Commissioning Group is focused on achieving the best outcomes for its patients within the available funding. It continues to work towards parity of esteem for mental health, focussing on the implementation of the national strategy, The Five Year Forward View for Mental Health, while endeavouring to ensure that all services it commissions for individuals with mental health needs are based on local intelligence supported by the local Joint Strategic Needs Assessment. A copy of The Five Year Forward View for Mental Health is attached.

    The Successor programme represents billions of pounds of investment in thousands of British jobs, across hundreds of firms, from Scotland to the South of England.

    Other stages of construction will include grades of steel manufactured by British suppliers and we encourage them to take the opportunity to bid.

    85% of BAE Systems supply chain for the new submarines is based in the UK.

    Notes:

    An FAE is the first period of admitted patient care under one consultant within one healthcare provider. FAEs are counted against the year or month in which the admission episode finishes. Admissions do not represent the number of patients, as a person may have more than one admission within the period.

    The data are provisional and may be incomplete or contain errors for which no adjustments have yet been made. Counts produced from provisional data are likely to be lower than those generated for the same period in the final data set. This shortfall will be most pronounced in the final month of the latest period, ie November from the (month 9) April to November extract. It is also probable that clinical data are not complete, which may in particular affect the last two months of any given period. There may also be errors due to coding inconsistencies that have not yet been investigated and corrected.

    Her Majesty’s Treasury does not keep records of cases of investors who have sought compensation from the Financial Services Compensation Scheme.
