    To ask the Secretary of State for Justice, for what reason the Government is proposing to raise the small claims limit to £5000 rather than to £3000.

    The Government is determined to crack down on the compensation culture and has announced reforms, including raising the small claims limit, to tackle the problem. These reforms will build on previous measures taken by the MoJ to control costs, tackle fraud, strengthen the medical evidence process and reduce incentives to pursue trivial whiplash claims. £5,000 is considered to be the appropriate level for the small claims limit and the rationale for this will be set out in the consultation document which will be published in due course.

    The Home Office does not hold the specific information in relation to people from Pakistan using false identity, in the format requested. To obtain it would involve interrogating individual case records, at disproportionate cost.

    All out of country entry clearance applications are subject to an extensive range of mandatory and discretionary checks.

    These include, but are not limited to, identity, travel document verification, searches against national and international police records and against previous Immigration history.

    The Department for International Trade (DIT) has been formed after spending review 2015, out of the forerunner (non-ministerial) Departments UK Trade and Investment (UKTI) and the Trade Policy Unit responsibilities previously held by the Department for Business Innovation and Skills (BIS). My Rt hon Friend the Secretary of State for International Trade also has responsibility for UK Export Finance (the Export Credits Guarantee Department), which has its own budget.

    The estimated annual budgeted operating costs of the department for the next four years are currently being established and will be submitted to parliament later this financial year.

    The Government does not intend to intervene in these commercial decisions by insurers as this could damage competition in the market. The respective capabilities of insurers to assess risk is a key element on which they compete. This competition is important and should lead to better products and lower prices for consumers.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Williams of Trafford on 28 January (HL5140), which six projects are to receive some of the £20 million in funding, and for what purposes.

    We have provided £8 million over three years to support six community-based English language projects delivered by e3, Faith Action, the Local Education Authorities Forum for the Education of Adults, Manchester City Council, TimeBank, and the Tinder Foundation. Together these projects will have supported 33,500 isolated adults by the end of March 2016.

    No decisions have yet been taken on who will deliver the new £20 million programme. We will use the learning from our current projects, along with the findings of Louise Casey’s review of integration, to ensure it is targeted on and meets the needs of those who need it most.

    To ask the Secretary of State for Energy and Climate Change, whether her Department holds data on the amount of heat a tonne of biomass gives off when burned compared to a tonne of coal; and if she will make a statement.

    The Department annually publishes the Digest of United Kingdom Energy Statistics (DUKES). Appendix A of DUKES contains data on the calorific value of fuels:

    The gross calorific value of dry biomass fuels, (the DUKES values have been corrected for moisture content), vary between 10 gigajoules per tonne (GJ/t) for poultry litter and 24 GJ/t for meat and bone meal. A typical dry wood based fuel has an energy content close to 19 GJ/t. Treatments such as torrefaction or charcoal production increase the energy density of biomass derived materials. However these manufactured biomass fuels are not commonly used for heating in the UK.

    A tonne of coal can also vary in heat content, depending on the rank of the coal, but lies between 24 GJ/t for bituminous coal as used in the pulp, paper and printing industries and 34 GJ/t of fuel for anthracite used in households. Typical bituminous house coal has a gross heat content of 30 GJ/t.

    These values represent the maximum heat available from a fuel in a laboratory test. The useful heat provided by combustion of that fuel to the business or home will depend on the efficiency of the combustor in which it is burnt and the design of the energy distribution system. The combustor efficiency can range from an open fire which may provide 20% of the energy in the fuel as useful heat, to modern condensing wood pellet boilers with gross efficiencies around 90%.
