    The Office for Budget Responsibility (OBR) publishes the official forecasts for the level of public sector net debt as a share of gross domestic product. The next OBR forecast will be published in November 2016 in its Economic and Fiscal Outlook document.

    Universal Credit will have a powerful positive effect on labour market participation. We expect 300,000 more people to be in work as a result of the introduction of Universal Credit, and around 75% of the households that gain under Universal Credit are in the bottom 40% of the income distribution.

    The Ministry of Defence has several organisations that provide policing and guarding across the defence estate. Our policy is to deploy the Ministry of Defence Police (MDP) at those sites where constabulary powers are needed. We also use Regular Service Personnel or the specialist Military Provost Guard Service who have the ability to be armed where required.

    As part of the 2015 Strategic Defence and Security Review, we are reviewing how we provide our policing and guarding at some sites.

    Ending gang violence and exploitation is a priority for the Government and on 13 January 2016 we published a paper setting out our refreshed approach. This has a twin focus concerned with both reducing violence, including knife crime, and protecting vulnerable individuals from exploitation by gangs.     This builds on our work since 2012 when we introduced the Ending Gang and Youth Violence programme aimed and targeted at supporting local areas building their resilience and ability to respond to gangs. Since 2012, we have worked with 52 local areas facing problems associated with gangs through supporting peer reviews to identify the main local challenges.

    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the effects of the level of business rates on capital investment in the UK steel industry.

    The government concluded the Business Rates Review at Budget 2016. The government consulted with stakeholders, including the steel industry.

    From April 2020, business rates for all businesses, including the steel industry, will be cut through a switch in the indexation of business rates from RPI to the main measure of inflation currently CPI.

    The government has worked hard to deliver on the steel industry’s key asks. We (a) secured state aid approval to compensate for energy costs, (b) secured flexibility over EU emissions regulations, (c) published guidance so that the true value of UK steel can be taken into account in major procurement decisions, and (d) continue to tackle unfair trading practices at an EU and an international level
