    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps her Department is taking to (a) enforce the European Commission Interpretative Notice, C2015 7834 final, on the indication of origin of goods from territories occupied by Israel since June 1967 and (b) ensure that penalties for mis-labeling of such products are effective, proportionate and dissuasive.

    The principal feature of the Interpretative Notice is a recommendation that goods imported into the EU which originate from Israeli settlements in the territories occupied by Israel since 1967 should bear an indication which makes that provenance clear. That recommendation was included in technical advice to UK retailers and importers concerning labelling agricultural produce from the West Bank that was issued by Defra in 2009. We are currently in discussion with other Departments to consider whether revisions need to be made to the 2009 advice in the light of the Interpretative Notice. As regards sanctions and penalties for mis-labelling, these are dealt with in various pieces of legislation depending on the goods concerned.

    To ask the Secretary of State for Defence, what actions have been undertaken in response to finding reference TRF0195 of the Defence Nuclear Safety Regulator’s assessment of the Astral Climb 12 nuclear emergency exercise; and on what dates each such action was closed out.

    Finding TRF 195 from the Defence Nuclear Safety Regulator’s assessment of Exercise Astral Climb 2012 called for documented arrangements to be reviewed and updated to reflect two changes in practice: the responsibility for the medical response and the monitoring instrumentation. This action was completed in August 2013. The finding also called for a review of Convoy and Station Nuclear Emergency Organisation Team response arrangements; this review was carried out in 2015.

    To ask the Secretary of State for Communities and Local Government, whether he has powers to require the Greater Manchester Combined Authority to recommence the consultation on the sites identified in the draft Greater Manchester Spatial Framework Development Plan; and what assessment he has made of the adequacy of the current process.

    The authorities have consulted on a number of strategic options and the evidence used to produce them. I understand that the consultation is still open to interested parties and the authorities are asking local residents, businesses, land owners and developers to identify sites that they think could be suitable for housing or employment development.

    As I previously set out, it is the responsibility of each authority to ensure that any Development Plan Document is prepared in accordance with its Statement of Community Involvement which should explain how they will engage local communities and other interested parties in producing development plan documents and determining planning applications.

    To ask the Secretary of State for Transport, with reference to the oral contribution of the Parliamentary Under-Secretary of State for Transport of 10 December 2015, Official Report, column 1132, on smart ticketing, whether the £80 million funding referred to has been allocated to the South East Flexible Ticketing programme; and what proportion of that funding his Department has so far spent on which elements of that programme.

    Smart ticketing was taken forward by the Coalition Government after 2010. I can confirm that £80m was allocated to the South East Flexible Ticketing (SEFT) programme. So far, £39.11m has been spent on the SEFT programme to develop a central back office for the entire rail industry to use and towards the costs to train operators of new infrastructure and upgrades.

    We are working with the industry to find the best way to deliver smart ticket solutions that meet customers’ needs and take advantage of technological improvements, so ensuring that everyone is benefitting from 21st century ticketing.

    Representatives of the Department meet AeroVironment representatives on a regular basis to discuss current and potential future capabilities, and the Department is aware of the capabilities of the Blackwing Reconnaissance System. However, the Department has no capability requirement to procure an underwater launched Unmanned Aerial System at this stage, and, as such, there have not been any formal discussions with AeroVironment on a possible procurement of Blackwing.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what the Government’s policy is on proposals to ban the use by Russia of the SWIFT banking system related to Russia’s military action in Syria.

    The UK is not considering SWIFT sanctions at this time. Sanctions are one tool in the international community’s wider strategy for resolving the crisis in Syria. We are committed to doing all we can to keep the momentum on the political process so that we can find a long-term solution to the conflict in Syria.

    We remain deeply concerned about Russia’s role in Syria. We continue to urge Russia to use their influence to restore the Cessation of Hostilities and enable humanitarian access to all those in need, as stipulated by the UN.

    To ask the Secretary of State for Transport, what steps his Department is taking to support the development of biopropane for transport fuel.

    As part of a consultation in 2014 on amendments to the Renewable Transport Fuel Obligation (RTFO) the department considered the potential benefits of biopropane in delivering GHG savings. In recognition of this, the Renewable Transport Fuel Obligation was subsequently amended to increase rewards for suppliers of that fuel from April 2015.

    The department, working with the Department for Environment Food and Rural Affairs, have evaluated a range of options for tackling poor air quality; this formed the basis of the Government’s draft air quality plans that recently went to public consultation. Switching to LPG can provide air quality benefits but may not be easily deployed in all vehicle types.

    As part of the department’s 2014 Clean Vehicle Technology Fund (CVTF) grant scheme, Birmingham City Council were awarded £500,000 to enable the conversion of 80 older black cabs from diesel to LPG which will help improve air quality on some of the most polluted roads. There is a possibility of funding through the current CVTF grant scheme being used to support further LPG conversions in other areas.

    We are considering many competing priorities across Government as part of the Spending Review, including measures to tackle air quality pollutants and reduce other harmful emissions. The outcome of the Spending Review will be announced later in the autumn.

    The department regularly meets with motor manufacturers and their representative body the Society of Motor Manufacturers and Traders (SMMT). Discussions on how manufacturers can act to tackle poor air quality cover a range of measures.

    To ask Mr Chancellor of the Exchequer, how many complaints from (a) employees and (b) third parties were received by HM Revenue and Customs’ National Minimum Wage Risk Unit in each of the last six years.

    The Government is determined that everyone who is entitled to the National Minimum Wage (NMW) receives it. Anyone who feels they have been underpaid NMW should contact the confidential Acas helpline on 0300 123 1100. HM Revenue and Customs (HMRC) review all complaints that are referred to them. However, some complaints may not lead to the commencement of an investigation. This might be due to incomplete information being provided, or the worker subsequently wishing to withdraw their complaint. Similarly, multiple complaints about the same employer would only be recorded under one investigation.

    In 2014/15, 2489 worker complaints and 691 pieces of third party information were referred to HMRC. However, I reiterate that not all complaints will lead to an investigation. In previous years, HMRC did not record statistics by complaints received, but by investigations completed. In 2014/15, HMRC completed 2204 investigations. I refer the honourable member to the answer provided to her on 6 May 2014 at Hansard Column 110W for information on prior years.

    Staff across HMRC contribute to enforcing NMW, including people who work in legal advice, debt management, technical support and criminal investigation amongst others, but HMRC does not record the specific numbers of those staff involved beyond this. The budget allocated to HMRC by the Department for Business, Innovation and Skills (BIS) is provided as an overall amount.
