When a work coach assesses a claimant’s financial need they will take into account all of the claimant’s circumstances including any health conditions and any vulnerabilities. The Work Coach is trained to maintain an on-going conversation with the claimant about their financial capability and build up a relationship of trust with the claimant over time.

To ask the Secretary of State for Health, whether patients on assessment and treatment units have access to (a) occupational therapy and (b) speech and language therapy.

Access to an independent mental health advocacy (IMHA) is a statutory right for people detained under most sections of the Mental Health Act, subject to Guardianship or on a community treatment order. We would expect Assessment and Treatment Units to follow their statutory obligations to ensure patients have access to an IMHA where appropriate.
The Learning Disability Assuring Transformation statistics data shows that of the 2,565 inpatients at the end of April 2016, 600 patients had a main diagnostic category of mental illness on admission.
Data on the numbers of formal complaints made about patient care; the management of assessment and treatment units; access to autism-specialist services and access to occupational and speech and language therapy are not held centrally. However, NHS England, Association of Directors of Adult Social Services and Local Government Association, published in October 2015, a Service Model for commissioners of health and social care services. This model sets out that when people are admitted to inpatient settings services should seek to minimise their length of stay and any admissions should be supported by a clear rationale of planned assessment and treatment with measurable outcomes. We would therefore expect all patients, irrespective of inpatient setting, to have access to the treatment and therapeutic interventions they require.

To ask Her Majesty’s Government, in the light of the report by Sir John Chilcot on the Iraq War, whether they have any plans to reform the decision-making process within the Ministry of Defence and place the Armed Forces under the command of the Chief of Defence Staff.

We are studying the report of the Iraq Inquiry in detail to identify how further to improve our structures, policies, procurement and training. Since 2010, the Ministry of Defence (MOD) has implemented wide-ranging reforms to how it is structured and managed. This has clarified responsibilities, strengthened accountability and empowered the single Services. The Defence Secretary confirmed to the Defence Select Committee on 19 July that he has established a team to go through the report and make sure that the proper lessons are learned. This team will identify all of the areas where MOD needs to take action to improve its performance in the light of Sir John Chilcot’s findings.

The Government takes the threat posed by UK nationals who travel overseas to engage in terrorist activity extremely seriously. We are particularly concerned about those who travel to Syria and Iraq to fight; around 850 linked individuals have travelled to engage in the conflict since it began, and just under half of those have returned.
People seeking to travel to engage in terrorist activity should be in no doubt we will take the strongest possible action to protect our national security.

To ask Her Majesty’s Government how they are supporting and promoting the #itaffectsme campaign, which aims to raise awareness of mental health issues and their prevalence.

This Government is working to reduce stigma around mental health and supports all campaigns, including #itaffectsme, in this area. Any campaign, such as #itaffectsme, which raises awareness in mental health issues, is welcomed. In his speech announcing almost a billion pounds in investment into mental health services on 11 January, the Prime Minister recognised the need to reduce the stigma around mental illness. He said that, ‘as a country, we need to be far more mature about this. Less hushed tones, less whispering; more frank and open discussion. We need to take away that shame, that embarrassment, let people know that they’re not in this alone’.
We continue to provide financial support to the Time to Change programme which works to reduce the stigma associated with mental health and to encourage people to talk about mental health issues and seek help when needed. We are working with the programme and funders to develop the next stage of the programme.
