    The Department for Transport has made no specific assessment of the economic effects of international services stopping at Stratford International station. The Department for Transport has no powers to specify that an international operator – whether current or future – must stop at Stratford International station. The Department for Transport has recently published an interim evaluation of the impact of the HS1 network setting out the current and anticipated benefits of the HS1 link[1].

    On 21 January the Government published its evaluation of the £50 regulations introduced in April 2015. You can find it here:

    The evaluation indicates that a large proportion of players of FOBTs may now be making a more conscious choice to control their playing behaviour and their stake level. We will now consider the findings of the evaluation before deciding if there is a need for further action.

    To ask Her Majesty’s Government what assessment they have made of whether the new open access operators using the East Coast Main Line will pay access charges that provide for fair competition with other operators, including VTEC; who determines those charges; and whether those charges reflect the opportunity costs that arise from using trains offering less seating capacity than the principal franchisee’s trains.

    Setting the framework for track access charges is the responsibility of the independent regulator, the Office of Rail and Road (the ORR). The ORR will set the charging framework for all operators as part of the regulatory process leading up to the next control period (April 2019-2024). As part of that process, the Government has clearly indicated that it supports fairer charges for open access operators and has set out its desire to see changes to those charges as soon as possible.

    Track access charges are not set on the basis of opportunity costs.

    To ask the Secretary of State for the Home Department, what estimate she has made of the number of refugees and migrants living in Calais in each month of 2015; and how many refugees and migrants have had contact with the command and control centre the Government has established in Calais in each month of 2015.

    The management of the migrant camps in Calais is the responsibility of the French Government. The French Government has recently stated that there are approximately 6,000 migrants living in makeshift camps in the Calais area. The UK Government does not routinely assess the numbers of migrants in Calais.

    The new joint command and control centre established in Calais enhances security operations through improved co-ordination between law enforcement agencies from the UK and France. Migrants do not routinely have direct contact with this centre.

    The Government is currently considering the large amount of very detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps.

    The Government will carefully consider all the evidence set out, including that on costs, when making a decision on additional runway capacity.
