    To ask the Secretary of State for Justice, with reference to his Written Statement of 11 February 2016, HCWS540, on HM Courts and Tribunals Service estate, whether his Department’s plans for updating the technology of that estate have been revised following that announcement of additional court closures; and if he will publish his plans for technology investments in the Calderdale Local Justice area over the next four years.

    The overall investment plans have not been changed following the recent announcements of court closures. No new technology equipment will be installed into courts that are now planned to close.

    In regards to the Calderdale local justice area, the HMCTS Reform programme is designed to deliver an improved service nationwide. There is no intention to publish plans specifically for technology investments in the Calderdale Local Justice area.

    The Government already offers grants of up to £500 towards the cost of installing a chargepoint at home, through the Electric Vehicle Homecharge Scheme. All available evidence suggests that electric vehicle drivers prefer to charge at home and at work. Reducing the cost of homecharging removes a potential barrier to uptake and allows owners to charge conveniently and at low cost. Dedicated home chargepoints will also play an important role in the smarter, more dynamic charging and electricity grid.

    To ask the Secretary of State for the Home Department, what recent assessment she has made of the adequacy of training of assessors for asylum applications where religious persecution is the reason for the application.

    The Home Office carefully considers all asylum claims on their individual merits, including claims based on religious persecution. We grant protection to those who genuinely need it in accordance with our international obligations under the Refugee Convention and the European Convention on Human Rights.

    Published guidance on the interviewing and consideration of asylum claims is regularly reviewed and takes into consideration the views of stakeholders, including religious groups. The current training and support available for asylum caseworkers includes a the United Nations High Commissioner for Refugees endorsed Foundation Training Programme. This, and follow-on courses, covers all aspects of the asylum interview and decision making process, including the assessment of credibility and country information in religious based claims. Real-life case studies and role-play are used throughout the training programme to reinforce knowledge and understanding of the issues.

    We are carefully considering the report and recommendations of the All-Party Parliamentary Group for International Freedom of Religion or Belief published in June 2016 and will provide a response in due course.

    Almshouses are exempt from the Right to Buy for council housing. This long-standing exemption will also apply to the extended Right to Buy for housing associations.

    The new clause will not prevent recipients from performing activities that are part of the intended purpose of the grant. It makes sure that taxpayers’ money is not diverted from their intended purpose and wasted on political campaigning and political lobbying.
    As indicated at the House of Lords Science Technology Committee, BIS and Cabinet Office are looking into how this new clause will apply to academic research.

    To ask the Secretary of State for Transport, by what methodology his Department measures the proportion of UK transport using renewable fuels.

    The Renewable Transport Fuel Obligation (RTFO) requires larger fossil fuel suppliers to demonstrate that sufficient renewable fuel has been supplied to meet their obligation. The obligation is set as a proportion of a supplier’s overall fuel supply by volume.

    Renewable fuels supplied for use in transport in the UK are also reported under the RTFO on a volume basis, in litres or kilograms. The energy content of renewable fuels used in transport is calculated using the default energy values set out in Annex III of the Renewable Energy Directive (Directive 2009/28/EC).

    Officials from the Department for Transport and the Department for Energy and Climate Change are in regular contact on the development of proposals to meet EU renewable energy targets, under the Directive.
