    To ask the Secretary of State for Work and Pensions, what plans he has for the number of full-time equivalent staff to be in the benefit cap processing team when the lower benefit cap is implemented; and what estimate he has made of the cost of those staff to the public purse.

    The implementation funding for additional benefit cap processing is circa £1.4m to provide an additional 44 FTE staff in steady state for Universal Credit and current benefit claimants.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent estimate he has made of the number of Christians who have left Iraq in the last 12 months; and if he will make a statement.

    The UK Government continues to condemn in the strongest terms the atrocities committed by ISIL in Iraq against all communities, including Christians, throughout the areas under its control. The human rights situation for many living in ISIL-held areas remains of grave concern.

    We do not currently have estimates for the number of Christians who have fled Iraq due to the atrocities carried out by ISIL. We do, however, continue to encourage Iraqi Prime Minister Haider Al-Abadi to ensure all minorities are represented in Baghdad and their rights protected. We welcome the commitments he has made to inclusivity, to protecting Iraqi citizens, addressing human rights abuses and holding those responsible to account. We continue to engage with minority leaders in Iraq. On Monday 10 November, the Minister of State, my noble Friend the right hon. Baroness Anelay of St Johns met with Father Pios, a Catholic priest sheltering Internally Displaced Persons in Iraq, and she discussed the situation of Christians in the country.

    We work closely with the United Nations High Commissioner for Refugees (UNHCR) to identify cases that they deem in need of resettlement according to agreed vulnerability criteria for the Syrian Resettlement Scheme. This can include families where adult children form part of the family unit where the UNHCR deem resettlement is appropriate for the entire family group.

    To ask the Secretary of State for International Development, what discussions her Department has had with the Bill and Melinda Gates Foundation on eradication of polio.

    The UK and the Bill and Melinda Gates Foundation are both committed to global polio eradication. The Secretary of State and officials from her Department have had a number of meetings with the Bill and Melinda Gates Foundation to discuss polio. Officials also have regular policy discussions through both organisations’ participation on the Global Polio Oversight Board and its Finance and Accountability Committee.

    The UK is a top three donor to polio eradication, with a £300 million commitment from 2013 to 2018. UK support has been critical in bringing us one step closer to the finish line of a world free from polio, something people across the country can be immensely proud of.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to the government of Burma on the detention of Niranjan Rasalingam.

    The British Embassy in Rangoon has provided consular assistance to Mr Rasalingam Niranjan since 1 December 2014 when it was established that Mr Niranjan had been detained. That same month we raised the late notification of Mr Niranjan’s arrest in a Note Verbale and reminded the then Burmese government of their obligations under the Vienna Convention on Consular Relations. In May 2015 the Ambassador re-stated our interest in the case, raised concerns about Mr Niranjan’s health and the progress of his legal cases. A further Note Verbale was sent to the Ministry of Foreign Affairs in January 2016 re-stating our interest in the case and concern about its progress.

    Pure fruit juices and milk-based drinks have other health benefits and we do not want to discourage their consumption.

    Pure fruit juices are part of the 5-a-day message and have intrinsic nutrients such as containing certain vitamins.

    Milk and milk-products are a good source of protein and calcium, which have health benefits such as aiding bone formation. The government wants to encourage the consumption of milk to help children consume the required amounts of these nutrients.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 3 May (HL7756), in what manner they ensure that cyclists pay fines imposed by fixed penalty notices.

    When a fixed penalty notice is issued offenders have 28 days in which to pay the amount ordered. No enforcement action is taken during this period but if the offender fails to pay within this time the fixed penalty notice is increased by 50% and registered as a court fine. HM Courts and Tribunals Service can then take the same enforcement steps as for any court ordered fine.

    To ask the Secretary of State for Scotland, pursuant to the Answer of 9 June 2016 to Question 38918, what discussions he has had with the Home Secretary on asylum seeker dispersal policy in Scotland since December 2015.

    I am due to meet the Minister for Immigration soon to discuss a range of issues. Officials from the Scotland Office are in regular contact with officials from the Home Office on a range of issues concerning asylum seekers in Scotland, including asylum seeker dispersal policy.

    The Home Office is currently in direct discussions with the Convention of Scottish Local Authorities and a number of local authorities on how asylum dispersal will continue to work in practice. The Home Office maintains an active partnership with local government across the UK, including those in Scotland, and funds Strategic Migration Partnerships to plan for the most appropriate dispersal of asylum seekers. The partnerships consider the impact on communities and local services so that adjustments to dispersal patterns can be made where appropriate.

    As the Prime Minister stated on 20 July 2016, as long as we are a member of the European Union we will respect the rights and obligations of EU membership, therefore the current arrangements for European Health Insurance Cards remain in place. As we move to a new relationship with Europe, our guiding principle will be ensuring the best possible outcome for British people.
