    To ask Mr Chancellor of the Exchequer, what steps he is taking to reduce average household debt.

    Household debt as a proportion of income has fallen to 144 per cent in Q2 2015, from a peak of 168 per cent in Q1 2008. To avoid repeating the mistakes of the past we have created the independent Financial Policy Committee (FPC) within the Bank of England, to ensure emerging risks and vulnerabilities across the financial system as a whole are identified, monitored and effectively addressed.

    Defra has discussed the marking of the centenary of the birth of the angler Richard Walker with a portrait of Clarissa the Carp on the 2018 rod fishing licence with the EA. The EA is happy to consider this option, along with other design proposals. They will be pleased to support celebrations of Richard Walker’s achievements, where they can. I have asked the EA to keep me updated.

    To ask the Secretary of State for Health, what steps he is taking to prevent the spread of the Zika virus to the UK.

    Public Health England (PHE) and the National Travel Health Network and Centre (NaTHNaC) have been carefully monitoring the Zika virus outbreak in the Americas since it was first reported in Brazil during May 2015. PHE has reviewed evidence on the transmission of Zika virus and PHE mosquito experts have provided advice to Government and the public that neither the main vector of Zika virus Aedes aegypti, nor other species of Aedes mosquitoes, including Aedes albopictus, that may have the potential to transmit this virus, are established in the United Kingdom.

    The risk to the UK population is related to travel to countries where Zika virus outbreaks are currently ongoing, and NaTHNaC and PHE have published updated advice for travellers to South and Central America and the Caribbean, including specific advice for pregnant women. The risk of onward spread within the UK is very low and PHE has again provided this advice to government, and the public.

    PHE has also been working with appropriate professional groups to develop information and guidance on Zika for clinicians. This advice can be accessed through the PHE website and has been cascaded by organisations such as the Royal College of Obstetricians and Gynaecologists.

    Together with the Royal College of General Practitioners PHE has developed guidance specifically targeted at primary care which will be available shortly. PHE has also produced regular briefing notes for local health protection teams who have been asked to share this with the local National Health Service.

    To ask the Secretary of State for Defence, pursuant to the Answer of 9 February 2016 to Question 25153, on which Type 45 Destroyers all 16 recommendations of the Independent Power and Propulsion System Performance Review have been implemented in full; when he expects the implementation of all 16 recommendations to be completed across the class; and if he will publish the recommendations made by the review.

    Fourteen of the recommendations involved a modification to the Power and Propulsion system and all fourteen have been completed across all six ships in the class.

    The remaining two recommendations, involving changes to existing training procedures and documentation, have also been adopted. As these two recommendations are administrative in nature, they do not require physical modification of the ships.

    With regard to the request to publish the recommendations made by the Independent Power and Propulsion System Performance Review, dated March 2011, I refer the hon. Member to the answer I gave to the hon. Member for Dunfermline and West Fife (Douglas Chapman) to question 25234 on 8 February 2016.

    To ask Her Majesty’s Government whether any of their projects in Cameroon, Nigeria or South Africa protect young girls from breast ironing.

    The Government is concerned about the harmful practice of breast ironing in some Commonwealth and other African countries. Whilst there is little data on the number of girls suffering from this abuse, we have, for example, worked with the government and religious leaders in Cameroon on campaigns to raise awareness and to support community-led efforts to end breast ironing.

    The Government condemns violence against women and girls in all its forms and places gender equality at the heart of our bilateral development programming. In Nigeria we are investing over £40 million to change harmful social norms towards women and girls, and to protect women and girls against violence. I raised these issues with the Government of Nigeria during my visit to the country in February. Baroness Verma, the Parliamentary Under-Secretary at the Department for International Development (DfID), discussed gender-based violence in South Africa in October 2015, including DfID’s support to the re-establishment of South Africa’s Sexual Offences Courts and its work with the African Prosecutor’s Association on research into preventing violence against women.

    The manifestations of violence against women and girls may change but it is critical to address the structural causes of violence, including harmful beliefs and attitudes. We shall continue to work through diplomatic and development channels to engage with governments and local communities in Africa and beyond, to support the rights of women and girls, including ending harmful practices which constitute violence.

    To ask Mr Chancellor of the Exchequer, what assessment (a) his Department and (b) the Financial Conduct Authority has made of the effect that the GC16/2 proposal, published in February 2016, to require lenders to issue default notices before collecting from guarantors would have on (i) the number of borrower defaults subsequently reported to the Credit Reference Agencies, (ii) borrowers’ credit scores and (iii) levels of financial exclusion.

    These are matters for the Financial Conduct Authority (FCA) and relate to FCA Guidance Consultation (GC16/2) issued on the interpretation of provisions in the Consumer Credit Act 1974, regarding whether a default notice should be given to a guarantor before payment is taken from them when a borrower defaults. The FCA is currently considering responses to the consultation and will publish a response after considering the complex issues raised.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what (a) direct and (b) other financial support his Department provides to the Afghan Mines Protection Force and (b) local police.

    The Foreign and Commonwealth Office (FCO) provides policing assistance to Afghanistan via its £70m per annum contribution to the Afghan National Defence and Security Forces (ANDSF), which supports the payment of Afghan National Police salaries, via the Law and Order Trust Fund for Afghanistan (LOTFA), administered by the UN Development Programme (UNDP). The FCO does not fund the Afghan Local Police.

    The UK also deploys security advisers to the Ministry of Interior, NATO, and EUPOL, the EU’s policing mission in Afghanistan. They do not provide support to the Afghan Local Police.

    The Department for International Development’s separate financial support to policing is aimed at capacity-building the Ministry of Interior and developing the Afghan National Police. The Afghan Public Protection Force is not a recipient of this support.

    The government remains concerned about the number and cost of low value personal injury claims and has announced robust new measures to tackle them – including raising the small claims limit for personal injury claims to £5,000. This change has not yet been made.

    The requested information on children who receive free school meals at A-Level in England is not held by the Department. The Department for Education produces statistics on England only. The responsibility for education statistics in Northern Ireland, Scotland and Wales lies with each devolved administration.
