    The Bell-Boeing MV-22 is not part of the resourced plan to deliver the UK Carrier Strike capability. However, in aspiring to high levels of interoperability between UK and US carriers, the Ministry of Defence will continue to explore the options and implications of operating US aircraft from the Queen Elizabeth Class carriers, potentially including MV-22 on an opportunity basis.

    To ask the Secretary of State for Culture, Media and Sport, if she will ask Ofcom to review communications markets definitions to reflect the role of data as an effective proxy for payment, particularly in regard to the standard SSNIP test.

    As the independent communications regulator it is for Ofcom to determine how it should approach the issue of defining communications markets and how it applies the standard SSNIP test. Ofcom does already take into account developments such as the role of advertising and the role of data as proxy for payments in the course of carrying out its duties and will continue to do so in its assessments of market power and its analysis of competition.

    HM Revenue and Customs (HMRC) did not receive any reports of the online renewal system failing to record and register information submitted by claimants renewing their 2013-14 claim.

    HMRC received one report of the online renewal system failing to record and register information submitted by claimants renewing their 2014-15 claim.

    HMRC do not hold the requested data broken down by Child Tax Credit and Working Tax Credit

    Northern Ireland Office Ministers regularly meet a range of businesses and business organisations from across Northern Ireland.

    The Northern Ireland economic pact recognised the importance of Bombardier as one of Northern Ireland’s largest private sector employers. The Government continues to work with Invest NI to deliver on the commitments contained in the economic pact which included providing research and development funding to Bombardier.

    To ask Her Majesty’s Government whether they collect any statistics on the number of children who have been attending unregistered schools who are alleged to have suffered abuse; and whether they will publish any such statistics.

    The Department does not hold any data on the number of children who are the subject of abuse inquiries, whose parents or guardians have been convicted of abuse, or who are alleged to have suffered abuse. We are taking steps to ensure that the education system is as robust as it can be when it comes to protecting young people. It is unacceptable for any child of compulsory school age not to receive a suitable education. Local authorities have a responsibility to ensure that this does not happen.

    The Department has taken robust steps to tackle unregistered schools. We are working closely with Ofsted who have agreed to take forward prosecutions for settings operating illegally as unregistered independent schools. We have also published proposals to introduce a new system to regulate out-of-school education settings which teach children intensively, and to intervene and impose sanctions where there are safety or welfare concerns. The call for evidence on out-of-school education settings closed on 11 January 2016 and responses are being analysed.

    To ask the Secretary of State for Energy and Climate Change, pursuant to the Answer of 20 January 2016 to Question 22396, on park homes and the Warm Homes Discount, when that pilot scheme started; when that pilot scheme is expected to end; and what she plans the terms of eligibility for park home residents to apply to that pilot scheme will be.

    Energy suppliers participating in the Warm Home Discount this year (2015/16) have been given the voluntary option to provide a rebate to mobile home residents who meet the qualifying benefit as part of the Industry Initiatives section of the scheme. This scheme called the Park Homes Warm Home Discount pilot scheme is funded by obligated energy suppliers in the scheme and is open to permanent park home residents in England, Scotland or Wales. Residents on a Park Home site who pay for their electricity through their park site owner and meet one of the qualifying eligibility criteria can apply. If successful, residents will receive a one-off rebate of £140 towards their electricity bill.

    The pilot scheme opened in November and is only open for a limited period and once a certain number of applications have been received and are successful, the pilot scheme will close. The pilot is currently expected to deliver just over 1000 rebates. This translates to just over £140,000 of support being delivered before the 31st March 2016.

    To ask Her Majesty’s Government what steps they are taking to ensure that women from affected communities are in positions of leadership and involved in planning and decision-making during a humanitarian emergency response.

    To ensure that humanitarian responses meet the unique needs of women and girls, women should be provided with opportunities to engage in humanitarian response systems, decision-making processes, and accountability mechanisms. DFID works with partners, including United Nations agencies and non-governmental organisations to promote the inclusion of women and women’s groups in planning and decision-making around preparedness, response, and early recovery. This approach reflects the International Development (Gender Equality) Act 2014 that states that before provision of humanitarian assistance, the Secretary of State shall have regard to how it will take account of gender-related differences in needs.

    Ensuring the World Humanitarian Summit in May 2016 delivers outcomes for women and girls is a priority for the Government. This includes support towards proposals for system-wide accountability for gender equality and women and girls’ empowerment in crises and increased participation of women’s groups in humanitarian responses.

    To ask Mr Chancellor of the Exchequer, with reference to paragraph 2.15 of Budget 2016, what criteria were or will be applied in the selection of organisations to participate in the National Mesothelioma Centre.

    The National Mesothelioma Centre will be a collaboration between four leading institutions who have a major interest in the treatment of mesothelioma: National Heart and Lung Institute (NHLI) at Imperial College; Royal Brompton Hospital; Institute of Cancer Research (ICR); and Royal Marsden Hospital. This collaboration will form the hub of the Centre which will engage with all other hospitals in the UK to which mesotheliomas are referred and treated.

    Professor Sir Anthony Newton Taylor, Head of Research & Development at the National Heart & Lung Institute, who made the application for support from LIBOR fines, is working closely with the British Lung Foundation and other charities in order to ensure that experts from across the lung and cancer research community are able to contribute to this important enterprise.

    The £5 million grant, which is intended as seed funding, has been profiled over 4 years and will be paid to the National Mesothelioma Centre, once established. The funding will be subjected to standard Grant Terms and Conditions, including a feedback and reporting mechanism, and audit.

    To ask the Secretary of State for Defence, what the border policy is for the Sovereign Base Areas.

    Those entering the Sovereign Base Areas (SBA) including the two crossing points from north Cyprus are subject to immigration checks conducted by SBA Customs and Immigration personnel to confirm their identity, nationality and permissibility to enter the SBA. These border crossings are recognised points of entry into the EU. This process is consistent with the current procedures used in the Republic of Cyprus. No border control exists between the SBA and the Republic of Cyprus.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the extent to which the Alevi community in Turkey has the right to exercise freedom of religious expression; and if he will make a statement.

    We have noted the European Court of Human Rights’ ruling and regularly discuss issues concerning freedom of religion and belief, including those of the Alevi community, with our Turkish interlocutors. We will continue to do so. The Turkish government continues to improve protections for all religious minorities in Turkey. We welcome the continuing implementation of the Law on Foundations which has seen a number of properties returned to minority community foundations or the payment of compensation. As we highlighted to Turkey through the 2015 UN Universal Periodic Review of human rights, we would like to see Turkey implement legislation that increases protection of the rights of persons belonging to all minority religious groups, including the status of their places of worship.
