    To ask the Secretary of State for Energy and Climate Change, if she will take steps to develop and fund a new home energy efficiency programme.

    A reformed domestic supplier obligation (ECO) from April 2017 will upgrade the energy efficiency of well over 200,000 homes per year. This will help to tackle the root cause of fuel poverty and continue to deliver on our commitment to help 1 million more homes this Parliament.

    We are providing support for households to improve their energy efficiency through the new supplier obligation, which will run for 5 years.

    Our extension of the Warm Home Discount to 2020/21 at current levels of £320m pa will alsohelp households who are at most risk of fuel poverty with their energy bills.

    To ask the Secretary of State for Business, Innovation and Skills, what plans he has to bring forward legislative proposals on increasing penalties for online copyright infringement.

    A consultation was held during summer 2015 on proposals to increase the maximum custodial sentence for online copyright infringement from two to ten years, to harmonise it with the penalty available for physical infringement. The responses to that consultation have been analysed and officials at the IPO are now giving consideration to future direction and timing and will advise Ministers accordingly.

    DFID’s Digital Strategy aims to ensure that digital processes pervade all of DFID’s work, from communications to policy making and programmes. We want to ensure the poorest and most marginalised people in developing countries benefit from the added value digital can bring, including by giving citizens access to information and services quickly and affordably.

    DFID does not currently directly support programmes to facilitate access to the internet in Malawi. DFID is currently developing programme plans for 2016-21 and is exploring how to support an increased uptake of Information and Communications Technology in Malawi. This will include consideration of whether and how DFID can support an increased uptake of internet-based services as well as an increase in awareness of the potential of internet and digital marketing tools for businesses.

    To ask Her Majesty’s Government whether the announced changes to the initial teacher training criteria run parallel to the proposed recommendations of the Department for Education’s independent expert group led by Stephen Munday.

    The initial teacher training (ITT) criteria and accompanying supporting advice do not prescribe the content of ITT. Providers must ensure that programmes are designed to enable trainee teachers to meet the Teachers’ Standards at the appropriate level.

    The National College for Teaching and Leadership (NCTL) published an updated version of the ITT Criteria, which combined the statutory guidance and supporting advice into a single document to improve clarity. Some routine and minor amendments were made to the supporting advice to assist ITT providers. These related to safeguarding arrangements, middle years programmes, and secondary subjects that are typically offered in schools in only one Key Stage. NCTL also included advice for ITT providers on the Government’s Prevent strategy.

    The Government is awaiting the report from Stephen Munday’s independent expert group which is due shortly and will consider how their recommendations will be taken forward.

    To ask the Secretary of State for Health, if he will take steps to provide support for (a) junior doctors and (b) other medical staff employed in hospitals who are experiencing stress.

    Employers across the National Health Service are responsible for the health and wellbeing of all their staff. They will provide access to a range of services and support to staff including doctors who feel they are experiencing stress.

    The Department continues to commission NHS Employers to provide advice, guidance and good practice to the NHS on improving staff physical and mental health and wellbeing. This includes an emotional wellbeing toolkit enabling staff to check their own emotional wellbeing and encourage discussion with colleagues. NHS Employers is also working with NHS England who are investing £5 million in a new NHS staff physical and mental health and wellbeing initiative, with the support of Public Health England.

    There are particular additional issues for junior doctors relating to the need for them to move between different hospitals in the course of their training. Health Education England, which is responsible for doctor training arrangements has a programme of work to address these issues. This includes looking at reducing the number of training rotations to help balance doctors’ work and other responsibilities such as family and caring commitments, giving doctors ten weeks’ notice of new placements and reviewing the process for the annual review of competence progression to reduce unnecessary bureaucracy.

    To ask Mr Chancellor of the Exchequer, if he will (a) incorporate natural capital into the national infrastructure plan, (b) take steps to ensure that new man-made infrastructure projects do not deplete the UK’s natural capital asset base and (c) prioritise investment in natural capital.

    The government recognises the value of natural capital to the country’s long-term economic growth. We do not currently agree that an investment programme for natural capital should explicitly feature in the National Infrastructure Plan. We do, however, strive for all publically funded infrastructure investments to make a positive contribution to protecting and enhancing our natural environment. For example, the Roads Investment Strategy has ring-fenced £225 million in an Environment Fund and £75 million in an Air Quality Fund to ensure more is done to limit the impact of the Strategic Roads Network on the environment.

    As specific decisions on spending allocations in this Parliament will be set out following the Spending Review later this month, I cannot yet comment on future investment in natural capital. However, the government takes natural capital very seriously. We have set long term-goals to stop the decades of decline in wildlife and habitats, and have already seen some improvements. Since 2010 we have helped to create over 150,000 acres of field margins, wetlands and woodlands, and woodland cover is at its highest level in 700 years.
