    To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that job vacancy statistics do not double-count jobs advertised through multiple agencies on the job vacancy portal.

    The official vacancy statistics are national statistics, produced by the Office for National Statistics (ONS), and not DWP. ONS is the UK’s largest independent producer of official statistics and is the recognised national statistical institute for the UK.

    The ONS is overseen by the UK Statistics Authority, which is an independent body operating at arm’s length from government as a non-ministerial department, directly accountable to Parliament. The UK Statistics authority provides independent scrutiny (monitoring and assessment) of all official statistics produced in the UK.

    To ask Her Majesty’s Government whether they will commission an assessment of the implications for the mental and physical health of children conceived through the use of sperm from prolific, unregulated donors, and whether they intend to review the regulation of sperm donation.

    According to media reports, this particular case concerns private arrangements made between individual women seeking sperm for home insemination and the man providing the sperm. There is no third party involved. Such private arrangements between a man and a woman are not regulated. We understand that there is also no evidence to support the claim of up to 800 children having been born.

    It is important that women seeking sperm donation treatment fully understand the benefits of using clinics licensed by the Human Fertilisation and Embryology Authority.

    To ask the Minister for the Cabinet Office, what proportion of the National Citizen Service participants are from (a) independent schools and (b) BME backgrounds.

    National Citizen Service attracts young people from all backgrounds and walks of life. The latest evaluation showed that 27% of NCS participants were from non-white backgrounds compared with 19% of the comparable general population. Data is not currently held on the proportion of young people from independent schools participating in NCS. However, the Trust will begin to collect this detail this coming summer. Independent schools such as Dulwich College, Leicester Grammar, James Allen’s Girls School and Hymers College, along with others, are referring pupils to NCS. NCS is also now featured on the new Independent State Schools Partnership website (www.schoolstogether.org).

    The tax gap by behaviour is set out in Figure 1.6 (page 11) and Table 1.5 (page 19). As behaviour estimates are made using management assumptions and judgement, they should be used as a broad indication.

    The main investment decision on the UK’s Maritime Patrol Aircraft programme has not yet been taken by Ministers and the date at which the aircraft will be brought into service has yet to be determined. As the Prime Minister set out during last year’s Strategic Defence and Security Review, however, at least three of the aircraft will be in place by the end of the current Parliament.
