    To ask the Secretary of State for Transport, if he will make an assessment of the effect on the conclusions of the Airports Commission’s Final Report, published in July 2015, of the Commission’s decision not to take account of high value-added international sectors in measuring the agglomeration benefits of the three shortlisted projects.

    The Government is currently considering the large amount of very detailed analysis contained in the Airports Commission’s final report before taking any decisions on next steps.

    The Government will carefully consider all the evidence set out, including that on costs, when making a decision on additional runway capacity.

    We continue to remain deeply concerned about the human rights situation in Yemen. The UK supported a UN Human Rights Council resolution in October 2015, which called on the UN to provide technical assistance to the Government of Yemen, assist the Yemeni National Independent Commission of Inquiry, and report back to the next session of the Human Rights Council. We continue to raise the importance of respect for human rights with all sides to the conflict.

    To ask Her Majesty’s Government further to the Written Answer by Lord O’Neill of Gatley on 12 May (HL8031), how many times in (1) 2014, and (2) 2015, HM Revenue and Customs’ (HMRC) specialist embassy team carried out risk assessment activities and identified individuals who had not notified their employment to HMRC, and subsequently took action to ensure they paid the tax that was due.

    The Embassy team in 2014 and 2015 didn’t undertake any specific risk assessment activities with regards to individuals who had not notified their employment. However the team arranged for one of our Central Compliance Teams to undertake a project to review the National Insurance Contributions (NICs) position of various embassies employees using our Risk Profiling system. We reviewed 697 cases and opened checks into 258 of these. Of these 150 were found to be compliant. The checks covered the tax years 2009/10 to 2014/15.

    In the current year we are expecting to open further checks in relation to both tax and NICs on a number of employees.

    Exit from the EU presents us with an opportunity under the United Nations Convention on the Law of the Sea to improve the way in which waters within the UK’s Exclusive Economic Zone are managed. Defra officials will be working with the new Department for Exiting the European Union, Devolved Administrations and stakeholders to develop proposals that will allow the UK to best take advantage of this opportunity.

    As part of the second devolution deal agreed with Liverpool City Region in March 2016, the Government committed to ongoing dialogue with the city region with regards to their health and social care system. The Government welcomes the publication of Liverpool City Region’s Case for Change which clearly set out the challenges faced by that health system and which necessitates a collective focus on prevention and early intervention. The Department and national partners continue to engage with Liverpool City Region with regards to next steps.
