    To ask the Secretary of State for Health, what steps he is taking to ensure parity between the regulation of nurses and midwives and other regulated health professions.

    The Law Commissions of England and Wales, Scotland and Northern Ireland have completed a review of the regulation of all health and (in England) social care professionals including nurses and midwives and published their report on 2 April 2014. One of the key recommendations made by the Law Commissions was to introduce much greater consistency between the professional regulators as well as simplifying the legislation.

    The joint four UK country response to the Law Commissions was published on 29 January 2015 which accepted wholly or in part the vast majority of its recommendations.

    The Department is currently reviewing how best to take forward the work of the Law Commissions. We hope to be able to provide an update on this work soon.

    The terms of reference for the review of the care and management of transgender offenders were published on 8 December. The review is in its early stages.     Departmental officials have regular discussions with colleagues at the Time to Change programme and its funders to monitor progress with the programme and to manage the grant funding that is provided to Time to Change from the Department and other funders. We are currently discussing the next phase of the programme.

    Total pre-opening revenue costs for Luton Girls’ Academy will be published by end March 2016. This will take into account a repayment of grant which was made by the Trust in July 2015.

    In line with the Government’s transparency agenda the Department’s policy is to publish expenditure data in a manner helpful to the public. With that in mind we publish the full pre-opening revenue cost of cancelled or withdrawn free school projects once the amount of expenditure, taking into account any repayments, has been finalised.

    All escorting services to facilitate enforced returns are provided by the Home Office’s main contractor, Tascor. In 2014, detainee custody officers from the Pilgrims Group, who are sub-contracted by Tascor were used on one occasion on 23rd July to facilitate the enforced return of an individual to Yemen.

    To ask the Secretary of State for Health, under what criteria NHS trusts can place mental health patients in care homes.

    Mental health providers must comply with the requirements of the Mental Health Act 1983 and its Code of Practice when delivering mental health services.

    We would expect that commissioners and providers would assess the clinical and care needs of a person to determine the most appropriate setting to deliver care, whether in a hospital of other setting such as a care home. The setting should be the least restrictive setting to meet the needs of the person.

    Before it is decided that admission to hospital is necessary, consideration must be given to whether there are alternative means of providing the care and treatment which the patient requires. However, if a person requires treatment in hospital for their mental health needs then we would expect them to receive that treatment in a hospital, it is unlikely that a care home could provide equivalent treatment.

    To ask the Secretary of State for Transport, how much compensation his Department is liable for in its contract with Agility Trains in the event that the Inter City Express (IEP) fleet cannot be introduced in line with the contracted schedule for (a) delivery and (b) operation of new IEP trains on the (i) Great Western and (ii) East Coast mainlines.

    The contract for IEP sets out the process for calculating any liquidated damages the Secretary of State would be liable to pay to Agility Trains in the event that the trains cannot be introduced in line with the contracted schedule for delivery and operation. This would be calculated as a function of the daily Set Availability Payment forgone at that time. The precise amount would remain commercially confidential.

    We do not publish statistics on the number of buses in England which are fitted with audio visual systems. Analysis of data from the Nottingham City area did not suggest that AV equipment had a statistically significant impact on patronage.
