    To ask Her Majesty’s Government what is their assessment of (1) the role of law enforcement in Sub-Saharan Africa in deterring and apprehending people smugglers, and (2) the capacity of those forces to fulfil that role.

    At the Valletta Summit on 11 and 12 November, EU and African leaders made clear their shared determination to provide a comprehensive solution to irregular migration that deals with the root causes as well as responds to the consequences. Both European and African law enforcement agencies have an important role to play in delivering that solution. A key tenet of the Action Plan agreed at the Summit was to strengthen further our collective efforts to prevent and fight against migrant smuggling and trafficking in human beings through effective border management, enhanced intelligence-sharing and the implementation of the relevant legal frameworks. Through the new EU Trust Fund on migration, as well as bilateral activity, we will help build the capacity of law enforcement agencies in Africa to go after the criminal gangs and smuggling networks that profit from human misery. In Valetta the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), announced further funding for the UK’s Organised Immigration Crime Taskforce, now totalling £50million for 2015-2020. The Taskforce brings together officers from the National Crime Agency, Border Force, Immigration Enforcement and the Crown Prosecution Service with the task of pursuing and disrupting organised crime groups involved in the people smuggling trade in countries of source, transit and destination.

    Under the Pet Animals Act 1951 local authorities can already apply conditions to individual pet shop licences. This includes, for example, restricting the species that can be sold. The power to apply conditions to an individual licence is in section 1(3) of the 1951 Act and is intended to help secure the welfare requirements set out in that section.

    To ask Her Majesty’s Government in the light of the Procurement Policy Note:Ensuring compliance with wider international obligations when letting public contracts of 17 February stating that boycotts in public procurement are inappropriate unless formal legal sanctions, embargoes and restrictions have been put in place by the UK Government, what assessment they have made of the connection between that advice and the Foreign and Commonwealth Office position that Israeli settlements are illegal and support for them is not encouraged.

    The Government’s position on the illegality of settlements remains unchanged. Settlements are illegal under international law, constitute an obstacle to peace and take us further away from a two-state solution.

    UK Special Forces (UKSF) are a world class force capable of conducting short notice, high risk operations in the most challenging environments around the world in support of UK interests and the safety and security of our people. In order to maintain their ability to conduct these types of operation it is critical that the security of personnel, equipment and tactics, techniques and procedures is maintained. The long standing policy of not commenting on UKSF has been upheld by successive Governments and is reflected in legislation in the form of the Freedom of Information Act. I have no intention of changing this policy.

    The new Department for Exiting the European Union will be made up of staff from various departments across Government, including from the UK’s Permanent Representation to the EU. The department has already started drawing together expertise from a wide range of departments where there is specific relevant knowledge. The overall size and scope of the new department, including staffing and budget, are now being considered – the department now has over 180 staff.

    The list of vetted civil servants is held by the European Union. DFID has access to this list on request. The list of eligible beneficiaries is subject to a vetting process that includes screening against international and ad hoc sanctions lists, covering a large number of different risk categories including terrorism financing.
