    To ask the Secretary of State for Health, how many local authorities have signed up to become dementia friendly since the launch of the Dementia Challenge; and what other progress has been made since that date.

    The dementia friendly communities recognition process was launched by Alzheimer’s Society in September 2013 and 55 communities have already signed up. We have therefore increased our original ambition of 20 communities committed to work to become dementia friendly, as set out in the Prime Minister’s Challenge on Dementia, to reach 75 communities by March 2015. In addition, 59 local authorities are members of local Dementia Action Alliances.

    The Department has worked with Alzheimer’s Society to develop the recognition process for dementia friendly communities. Malpas has signed up to the recognition process and is receiving support in its work to become dementia friendly. The Department is also working with Alzheimer’s Society and the British Standards Institute to develop a code of practice for dementia friendly communities, which will help communities to continue in their work to become dementia friendly.

    The integrity of elections is crucial to our democracy. The Government is introducing measures to strengthen the electoral system through the introduction of Individual Electoral Registration which will make the register more accurate and secure.

    The Government will carefully consider any findings by the Electoral Commission in relation to the 22 May 2014 elections to determine whether any further measures may be needed to support electoral integrity.

    No specific assessment has yet been made. In response to the HS2 Plus report, we have commissioned HS2 Ltd and Network Rail to undertake work to allow proposals to accelerate construction of the Crewe section of HS2 Phase Two and to build a new integrated hub station at Crewe to be looked at in detail as part of the consideration of the public consultation responses to Phase Two. We have also commissioned HS2 Ltd and Network Rail to make recommendations on enhancing connectivity in the midlands and the north before our response to the Phase Two consultation.

The Salt Marsh lamb is from the Romney Marsh in Kent.

    During March 2014 Stornoway Maritime Rescue Coordination Centre (MRCC) was staffed below risk assessed levels on 6 occasions out of 62 shifts.

    Where there are specific issues at a MRCC Her Majesty’s Coastguard is using the current long established pairing arrangements between MRCCs. This enables each MRCC to be connected to at least one other MRCC which is available to provide mutual support.

    To ask Her Majesty’s Government how many applications they received for funding under the Human Rights and Democracy Programme in 2013 for work associated with freedom of religion or belief.

    In the 2013-14 financial year the Human Rights and Democracy Programme (HRDP) received 218 proposals for funding. Seventeen of these proposals were for work associated with Freedom of Religion and Belief (FORB), representing 7.8% of proposals received. Six projects were ultimately funded, to the value of £214,029. This represents 3.3% of the total resource available.

    The programme is keen to see more good quality project bids on this theme in future bidding rounds, and have actively encouraged more quality bids for the 2014-15 financial year.

    To ask Her Majesty’s Government whether they plan to take steps to recover legal aid payments to the firm Public Interest Lawyers following their statement on 20 March that there was no evidence that British soldiers had murdered 20 Iraqis.

    Legal aid is not funding the Al-Sweady Inquiry. There are therefore no plans to recover payments made from legal aid to Public Interest Lawyers following their statement on 20 March.

    On 20 March, at the Al-Sweady Inquiry into the most serious allegations against British soldiers in the Iraq War, lawyers representing Iraqi families withdrew their claim that the troops had killed unarmed civilians they had captured and brought back to an army base.

    The inquiry continues and the statement on 20 March does not mean that the inquiry has been abandoned.

    Legal aid was provided for an action prior to the Inquiry. Legal aid was provided to Iraqi applicants to seek an independent and effective investigation into deaths and torture or inhumane and degrading treatment in relation to the incident at checkpoint Danny Boy in Iraq in May 2004. As a result of these proceedings, the Secretary of State for Defence decided to hold the Al-Sweady Inquiry. This action was therefore successful in its aim.

    The Inquiry is not yet complete and the Chairman’s report is not due to be published until later in the year. Public Interest Lawyers’s statement refers to part only of the allegations made and the Ministry of Justice awaits the Inquiry Report before commenting further.
