    To ask the Secretary of State for Health, what steps he plans to take to ensure that the expansion of parenting programmes will be integrated with local transformation plans for children and young people’s mental health services.

    The Government has accepted the recommendation in the Five Year Forward View for Mental Health, published February 2016, to review the best way to ensure the expansion of the parenting programme announced by the Prime Minister in his Life Chances speech. The Department for Work and Pensions is currently considering how to implement this and further thought will be given as to how it fits with local plans for the transformation of children’s and young people’s mental health services.

    It is for local areas to consider and commission services based on the needs of their local population. In general, family support is the responsibility of local government. Local Transformation Plans produced in each area of the country set out how they plan to meet the full spectrum of needs of children and young people with mental health problems, and what services should be put in place to address these. The Children and Young Peoples Improving Access to Psychological Therapies Programme, which is being expanded to cover the whole country and extended into other clinical areas including meeting the needs of children aged 0-5, already includes parenting programmes for children with conduct disorders.

    To ask the Minister for the Cabinet Office, if he will make it his policy to develop a standardised methodology for measuring SME spending by government departments which can be used as a baseline over the next five years.

    We have developed our methodology over time, starting in 2010 when there was no reliable estimate for spend with small and medium-sized enterprises (SMEs). We now have much better data than before 2010 and we are continuing to improve our understanding of spend. The Government exceeded its target of 25% of central government procurement spend going to small and medium businesses by 2015, achieving over £12 billion (27.1%) of spend with SMEs by the end of the last Parliament.

    The Government standardised its methodology for collecting data on direct spend with SMEs in 2011-12; data on direct spend published since that point is comparable. Data on indirect spend for 2013-14 and 2014-15 is also comparable. This is an area of continuous improvement and we intend to standardise our methodology again during 2016-17.

    The assessment of the request by former members of the Hong Kong Military Service Corps that they be granted right of abode in the UK is under consideration. This will take into account all available information.

    To ask the Secretary of State for Work and Pensions, if his Department will provide additional financial support to disabled people whose income will be reduced as a result of (a) changes in the employment and support allowance work-related activity group and (b) the universal credit work allowance as a result of provisions in the Welfare Reform and Work Act 2016.

    No existing Employment and Support Allowance or Universal Credit claimants will be affected by the change to the work-related activity or limited capability for work components. We have committed to providing £60m a year from 2016/17, rising to £100m a year by 2020/21, in new, practical support for claimants with limited capability for work to help them move closer to the labour market and, when they are ready, into work. If a disabled person in work is affected by the recent changes to work allowances, additional help has been made available to help them overcome specific barriers to increasing their earnings.

    The 2nd Permanent Secretary to the Treasury explained to the PAC on the 10 December 2014 (see link below) the process for Business Case approvals within Government. The first stage of this process, the Strategic Outline Business Case, was agreed for Universal Credit in September 2014. The next step, the Outline Business Case, is now with Treasury Ministers for approval. The Full Business Case will follow for Ministerial approval by the end of 2017. This is in line with the process within Government and a Programme of the scale and complexity of Universal Credit.

    Mobile pumps were moved to locations as required as part of our dynamic response to the various incidents that happened in December. The Environment Agency sent 42 pumps from other areas to the north of England including Cumbria, Lancashire, Yorkshire, Greater Manchester and Cheshire. This was to support existing equipment in use within the area.

    To ask the Secretary of State for International Development, what programmes and projects her Department funds which aim to eradicate polio globally; and how much funding in each category of expenditure her Department provides to each of those programmes and projects.

    The UK is fully committed to polio eradication and has pledged £300 million to the Global Polio Eradication Initiative for 2013 to 2019. This funding is categorised as aid to international organisations. Of the £300 million, £270 million is directed to the World Health Organisation which hosts the Global Polio Eradication Initiative. £30 million is allocated to Gavi, the Vaccine Alliance, to support its role in the global introduction of the Inactivated Polio Vaccine, a key step in the path to eradication.

    Polio eradication is poised to be one of the greatest public health success stories of all time and UK support has been critical in bringing us one step closer to the finish line, something people across the country can be immensely proud of.

    The provision and commissioning of police custody healthcare services including custody nurses is the responsibility of individual Police and Crime Commissioners, and healthcare staffing levels are an operational policing matter in conjunction with the custody healthcare service provider. Information on these issues is not held centrally by the Home Office.
