    The Secretary of State has delegated to Health Education England (HEE) the responsibility for delivering a better health and healthcare workforce for England. HEE plans and develops the workforce to ensure a secure workforce supply for the future, balancing need against demand. HEE’s Workforce Plan, published in December 2013, confirmed an increase of 31 (1.4%) in education and training commissions for children’s nurses for 2014-15.

    The local education and training boards, which are sub-committees of HEE, work with local providers, including employers, to contribute to HEE’s overall future workforce plan. It is the responsibility of employers to ensure they have the right staff, with the right skills to deliver high quality care, which includes supporting their continuing professional development.

    The Digital Jobcentres project will modernise the Jobcentre digital infrastructure by delivering WiFi and Web Access Devices (WADs) across the Jobcentre network. From now until the end of October, we will be installing WiFi and new Web Access Devices (WADs) across the Jobcentre network.

    The following 39 Jobcentres already have WiFi available for jobseekers to use:

    To ask the Secretary of State for Health, what recent assessment his Department has made of the overall performance of cancer services against the National Institute for Health and Care Excellence Breast cancer quality standard.

    The Health and Social Care Act (2012) places a duty on NHS England to have regard to National Institute for Health and Care Excellence (NICE) Quality Standards. Commissioners should have regard to them in the planning of services they commission according to their population needs.

    Whilst no assessment has been made of the performance of services against the Breast Cancer Quality Standard, compliance with Quality Standards generally could be monitored through a range of mechanisms depending on the specific Quality Standard. For example, the 30 national clinical audits funded by NHS England, the Best Practice Tariff, Commissioning for Quality Improvement Initiatives arrangements and the Clinical Commissioning Group Outcome Indicator Set. These levers are designed to drive quality improvement in the National Health Service using Quality Standards where appropriate.

    At the request of NHS England, the Healthcare Quality Improvement Partnership will shortly begin commissioning a new national breast cancer clinical audit. There is an expectation that national clinical audits, where appropriate, support the implementation of NICE clinical guidelines and Quality Standards. The new national clinical audit will be in place by the end of 2014-15.

    As we have already made clear, the UK recognises that the potential for migration to be a positive force for developing countries is increased when migration is safe, legal and through regular channels; and as such global migration can contribute to sustainable development. This language is included in the most recent draft goals and targets list released by the co-chairs of the Open Working Group (OWG) on 2 June.

    The final targets in the post-2015 development framework will however be subject to international negotiations in the United Nations in which the UK will play an active role.

    To ask the Secretary of State for Health, pursuant to the Answer of 24 March 2014, Official Report, column 120W, on haemolytic uraemic syndrome, for what reasons it was felt that further advice was needed on the overall cost implications, benefits and affordability of eculizumab; when it was first concluded that such further advice was needed; for what reasons the seeking of that advice was delayed until the National Institute for Health and Care Excellence took on responsibility for assessing highly specialised technologies; and if he will make a statement.

    Ministers concluded that further advice was needed on the overall cost implications, benefits and affordability of eculizumab as, while Advisory Group for National Specialised Services (AGNSS) members were convinced of the clinical effectiveness of the drug, they noted the very high costs of the drug and the increasing cost profile for the National Health Service.

    AGNSS was informed of this decision on 17 January 2013. On 7 February 2013, the Department conveyed its decision to the National Institute for Health and Care Excellence (NICE) so that NICE could begin preparatory work in advance of taking on formal responsibility for evaluating highly specialised technologies on 1 April 2013.

    While NICE carries out its evaluation, the current interim commissioning arrangements by NHS England in line with the ‘Clinical Commissioning Policy Statement: Eculizumab for atypical haemolytic uraemic syndrome’ will remain in place. The policy statement is available at:

    To ask the Secretary of State for the Home Department, how many people have arrived in the UK under the Syrian refugee programme.

    To date 24 Syrians have arrived in the UK under the Syrian Vulnerable Persons
    Relocation scheme, with the first group arriving at the end of March and a
    further group in April. We will not be releasing any further details; such as
    where they are travelling from, their specific vulnerabilities, or where they
    will be placed.

    The scheme is based on need, rather than being designed to meet a quota.
    However, we will continue to bring groups here on a regular basis, and envisage
    that several hundred people will be helped over the next three years.

    All numbers currently owned by Network Services relate to calls either managed entirely within the Department or split between DWP and outsourcing partners. If the Department sponsors any numbers on behalf of third parties data is not included within Network Services reporting.

    During 2014 DWP are introducing 0345 numbers to run alongside existing 0845 numbers to provide a choice for the caller based on the arrangement they have with their telephony provider. Using 0345 numbers allows DWP to use the same last 7 digits as its 0845 range.

    Charges for calls to 0345/0845 numbers vary and depend on the person’s contract with their provider. When charges apply the costs are shown on the following web page for the Gov.uk site (www.gov.uk/call-charges)

    If a customer raises concerns over the cost of a call we will offer to call them back from our enquiry lines. The Department also provides controlled access to telephones for claimants who require one in support of their jobsearch or benefit enquiry.

    The department does not operate any prefixes that begin with 0844 or 0843 therefore no alternative numbers are available.

    The Government has not yet decided on the future of the provision for case reviews. We have no plans to introduce specialisation in magistrates’ courts. However, the Government is currently undertaking a review of the role of magistrates with a view to ensuring that the magistracy remains the cornerstone of our justice system. A public consultation paper will be issued later in the year. We are engaging with the magistracy and sentencers to ensure they are fully informed about the Transforming Rehabilitation reforms.
