To ask the Secretary of State for Justice, how many full-time equivalent staff of each grade were employed at HM Prison Northumberland on 1 April (a) 2010, (b) 2011, (c) 2012, (d) 2013 and (e) 2014.

  • Bob Ainsworth – 2014 Parliamentary Question to the Ministry of Defence

Bob Ainsworth – 2014 Parliamentary Question to the Ministry of Defence

The below Parliamentary question was asked by Bob Ainsworth on 2014-04-29.

To ask the Secretary of State for Defence, what progress he has made in re-basing those elements of the armed forces based in Germany; and what recent discussions he has had with German federal and regional authorities on the practical logistics involved in such a withdrawal.

    Dr Andrew Murrison

Significant progress has been made on the withdrawal of British troops from Germany. Having closed Celle Station in 2012, the closures of the Rheindahlen Military Complex and Münster Station were completed in 2013, and Hameln Station will close by December 2014. The programme remains on track to deliver, enabling us to close and release Elmpt and Herford Stations by December 2015, followed by the closure of Hohne and Fallingbostel Stations before March 2016.

We have already reduced our military numbers in Germany by 33% through the programme of preliminary moves and unit disbandments, and the first tranche of major unit moves and re-roling from Germany will occur in 2015. These moves will result in a reduction of up to 70% of troops by the end of 2015, exceeding the Strategic Defence and Security Review target of bringing back half of those personnel based in Germany by 2015. The remaining troops will relocate by 2019, as part of our intent to base the three high readiness Reaction Force Brigades on Salisbury Plain.

The Secretary of State for Defence met with the German Defence Minister, Frau Dr Ursula von der Leyen, on 13 January to discuss a number of issues, including the withdrawal of our troops from Germany. More widely, the Ministry of Defence (MOD) continues to liaise with the German authorities at a number of levels: through Ministers and officials in the UK: the Defence Attaché in the British Embassy in Berlin; and the General Officer Commanding British Forces Germany, other regional British Commanders and a network of in-country liaison officers. MOD officials are also liaising with their German counterparts to assist in finding alternative uses for the facilities that will be vacated by the British Forces.

Nick Smith – 2014 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Nick Smith on 2014-04-29.

To ask the Secretary of State for Justice, how many vulnerable prisoners are held in dedicated vulnerable prisoner accommodation.

    Jeremy Wright

The term "vulnerable prisoner" covers a wide range of prisoner types/characteristics but broadly these are those who need protection from themselves and other prisoners for a variety of reasons, including the nature of their offence, debt or conflicts outside or within the prison.

Our approach to managing these prisoners varies according to the nature of why they are deemed as vulnerable and is dependent on specific offending needs.

The number of prisoners in England and Wales who are identified as vulnerable is not held centrally and could only be obtained at disproportionate cost as it would involve contacting every prison directly in order to request how many prisoners each prison has identified, or is managing, as a vulnerable prisoner.

All closed prisons in England and Wales have the facility to accommodate vulnerable prisoners in designated accommodation.

Roger Godsiff – 2014 Parliamentary Question to the Department for Communities and Local Government

The below Parliamentary question was asked by Roger Godsiff on 2014-04-28.

To ask the Secretary of State for Communities and Local Government, whether he has had discussions with the Fire Brigades Union on calculating pension entitlement for firefighters using length of service rather than age in the last six months.

    Brandon Lewis

The transitional protection arrangements for the firefighters’ pension schemes are set out in the Proposed Final Agreement which was published in May 2012. The transitional protections use age to calculate a member’s entitlement to protection.

There has been recent correspondence with the Fire Brigades Union on the scope and timing of discussions on this issue. Copies of this correspondence can be found at:

To ask the Secretary of State for Defence, who all the core participants in the Al-Sweady Inquiry were; and what the name and firm was of each of those participants’ legal representatives.

    Mr Mark Francois

The following Iraqi nationals have been designated as core participants in the Al-Sweady Inquiry as they were either detained, or are related to those who died, during the engagements on 14 May 2004. All are represented by Public Interest Lawyers (PIL):

    1. Hamzah Joudah Faraj ALMALJE
    2. Mahdi Jasim Abdullah AL-BEHADILI
    3. Ibrahim Gattan Hasan AL-ISMAEELI
    4. Kadhim Abbas Lafta AL-BEHADILI
    5. Abbas Abd Ali Abdulridha AL-HAMEEDAWI
    6. Ahmed Jabbar Hammood AL-FURAIJI
    7. Hussein Fadhil Abbas AL-BEHADILI
    8. Atiyah Sayyid Abdulridha AL-BAIDHANI
    9. Hussein Gubari Ali AL-LAMI
    10. Kahz’al Jabratallah Khalad Mulla AL-HELFI
    11. Hatar Moutashar Zeidan Shamekhy AL-LAMI

    28. Jabra Abdulah MOHSIN
    29. Nasser Ali Husain AL-DOUGHAAN

The remaining Iraqi witnesses, most of whom are also represented by PIL, are considered by the Inquiry to be witnesses rather than core participants.

The Ministry of Defence (MoD) is also a core participant in the Inquiry as it is the Government Department that was responsible for the conduct of the British Servicemen who are the subject of allegations.

Although the Treasury Solicitor’s Department is not a core participant, the Inquiry Chairman has accorded them equivalent status in recognition of the very large number (over 500) of current and former service personnel that they represent in this Inquiry.

A smaller number of military witnesses were either unrepresented or represented by Kennedy’s and are considered witnesses, not core participants.
