    Discussions have been held with a wide range of training providers as well with the Association of Training Providers and Association of Employment and Learning Providers (AELP) about our apprenticeship funding reforms. I spoke about this issue at the AELP’s National Conference earlier this month.

    The national panel of independent experts on Serious Case Reviews has met on the following dates:

    1. 25 July 2013

    2. 9 September 2013

    3. 11 November 2013

    4. 13 January 2014

    5. 10 February 2014

    6. 10 March 2014

    The key output of the panel meetings is letters from the panel to Local Safeguarding Children Boards making recommendations on the cases put to them, about the application of the SCR criteria, the appointment of reviewers and the publication of SCR reports. The letters refer to sensitive material not in the public domain and would not therefore be routinely publishable.

    The Department of Transport completed a comprehensive review of datasets held in August 2013 and this was made available via www.data.gov.uk on 2nd September 2013. This included details of 470 datasets including full metadata for all unpublished datasets.

    To ask the Secretary of State for the Home Department, how many fines have been levied under The Immigration (Employment of Adults Subject to Immigration Conrol) (Maximum Penalty) Order 2008 of a value of (a) up to £1000, (b) between £1000 and £2000, (c) between £2000 and £5000 and (d) between £5000 and £10000 to date.

    Enforcement operations against illegal working have increased significantly,
    with a 47% increase in 2013 compared to 2012. The administration of the penalty
    scheme and administrative debt recovery processes have been reviewed, including
    with Cabinet Office input and are being streamlined and further improved.

    The information on the number of civil penalties levied is provided in the
    following table. Data has been provided from £2,500 upwards as this is the
    minimum penalty value that is levied in line with the published penalty
    calculation framework. The table includes values of £10,000 upwards to account
    for multiple workers per penalty.

    Please note the figures are for penalties levied at the initial decision stage
    which may be reduced, cancelled, increased or reissued at the objection or
    appeal stage.

    To ask the Secretary of State for Defence, for what reason the initial estimate of the additional costs of reverting to the fallback position of a hosting solution provided by Capita for the Recruiting Partnering Project increased from £47.7 million to £70 million; and who was responsible for these estimates.

    My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 (Official Report, column 716) the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project. At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, the £47.7 million has reduced to £42.9 million.

    As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. This includes costs for additional manpower.

    The Recruiting Partnering Project remains within the overall agreed cost of £1.360 billion.

    To ask the Secretary of State for Transport, what discussions his Department has had with Transport for London on the South East Flexible Ticketing scheme.

    As a key delivery partner for the South East Flexible Ticketing (SEFT) programme, Transport for London are a signatory to the SEFT Memorandum of Understanding and have membership of the SEFT Programme Board. This is intended to ensure that their extensive experience of developing smart ticketing in London is fully utilised in delivering the SEFT programme.

    TfL has therefore been fully involved in all significant discussions on the strategic direction, design and delivery of SEFT. Significant work has also been carried out with them to ensure that the scheme will interoperate properly with their existing infrastructure in central London, including system testing.

    The cost of providing an Apprenticeship is highly variable.

    In 2012, the Department for Business, Innovation and Skills (BIS) commissioned a report from The Institute for Employment Research entitled: “Employer Investment in Apprenticeships and Workplace Learning”

    The report gives details of the costs of Apprenticeships to employers in several sectors for 16-18 year olds and for 19-24 year olds. It also compares the contribution of employers to that of the state.

    To ask the Secretary of State for Defence, what assets and how many service personnel were involved in NATO exercise Joint Warrior from (a) the UK, (b) NATO members and (c) non-NATO members in each of the last two years.

    The following tables detail the number and type of assets together with the number of Service personnel from the UK, NATO members, and non-NATO members involved in Exercise JOINT WARRIOR for the last two years.

    Maritime Units represent the number of Ships and Submarines, Land Units represent Brigades/Battery/Legion/Squadron participating and Air Units represent the number of Aircraft taking part.

    Personnel numbers are rounded approximations as exact numbers vary day to day. In 2013 approximately 50 personnel and 40 augmentees from Joint Force Air Component HQ and 50 Air Surveillance and Control System personnel at RAF Bulmer also participated as part of their normal duties.
