    To ask Her Majesty’s Government what is their response to the UN Security Council resolution of 31 May calling for a suspension of the Transitional Government of National Unity’s decision to increase the number of states in South Sudan to 28.

    We have consistently expressed serious concern at President Kiir’s decision on 2nd October 2015 to create 28 states in South Sudan, in contradiction to the peace agreement he signed in August 2015. The UK voted in favour of UN Security Council Resolution 2290 of 31 May 2016, which underlined the need to address this issue. We welcome that the Transitional Government of National Unity has subsequently begun the process of forming a Boundary Commission that should resolve this dispute.

    Prescribing guidance is already available to clinicians on individual medical foods, known as foods for special medical purpose (FSMP). Guidance on prescribing is published within Part XV of the Drug Tariff by clinical indication and product name.

    To ensure that access to justice is maintained, we are committed to providing alternative ways for users to access our services. This includes the use of other civic buildings and extending video conferencing facilities. This will further reduce the need for vulnerable victims and witnesses to travel to attend court.

    To ask the Secretary of State for Defence, what assessment he has made of the threat posed to the Trident nuclear weapon system by cyber-attacks; and what steps he is taking to ensure that system is secure against such attacks.

    The Ministry of Defence audits the integrity of the UK’s nuclear deterrent regularly for all threats and hazards and acts to ensure that it maintains the highest possible standards. The Strategic Defence and Security Review acknowledges the growing cyber threat and the importance of investing in cyber security across all of our capabilities. The Government has invested £860 million in new technology and capabilities since 2011 and will invest £1.9 billion over the next five years in protecting the UK from cyber attack and developing our sovereign capabilities in cyberspace. Our approach to protecting Defence capabilities against and mitigating the impact of cyber attacks spans technical, organisational, procedural and physical measures benefiting many different systems and networks, and investment is integrated across these measures. Submarines operate in isolation by design, and this contributes to their cyber resilience. I will not discuss further details for reasons of safeguarding national security.

    To ask Her Majesty’s Government how many cases of re-trafficking were recorded in the pilot child trafficking advocacy scheme.

    The National Crime Agency is responsible for the assessment of threats, including methods of trafficking by criminals. Information on this is not centrally recorded on the National Referral Mechanism (NRM). Data included in NRM referral forms concentrates on detail specifically required to prove the three constituent elements of human trafficking. This would not necessarily include the detail required to assess methodology used to re-traffick victims and as such does not form part of assessment reporting. The independent evaluation of the trial by the University of Bedfordshire collected data on the number of all potentially trafficked children referred to the trial, along with their characteristics including age, gender and geographical location, as well as the number of children that were recorded as missing. However the evaluation did not collect data on the number of children in the trial that were re-trafficked and it is not possible to determine how many of those children who went missing were subsequently re-trafficked.

    To ask the Secretary of State for Health, what steps he is taking to ensure that psychological therapies are available to deaf people.

    It is the responsibility of local providers and commissioners to make the reasonable adjustments required by the Equality Act 2010 to ensure that disabled people are not placed at a substantial disadvantage compared to non-disabled people.

    In order to reduce unacceptable variation in the provision of accessible information and communication support to disabled people, including adult sign readers, NHS England published a statutory accessible information standard. The standard sets out that all organisations providing NHS services must take steps to ensure that people receive information that they can access and understand, and receive communication support if they need it. Organisations must comply in full with the standard by 31 July 2016. Many local authorities provide interpreters within talking therapy settings.

    There is ongoing activity by NHS England and the Department to encourage access to Improving Access to Psychological Therapy (IAPT) services by the under-represented groups. Over the last spending review we invested over £400 million into the IAPT programme to ensure access to talking therapies for those who need them. The Prime Minister recently announced £1 billion to start a revolution in mental health. NHS England’s Mental Health Taskforce reported in February 2016, setting out transformative plans using that additional funding, including for IAPT.

    Additional funding will enable NHS England to put in place a five year plan to improve IAPT services across the country, increasing access to evidence-based psychological therapies to reach 25% of need, and helping 600,000 more people to access care each year by 2020 with a focus on people living with long-term physical health conditions.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has had discussions with his Serbian counterpart on the financial consequences of the EU sanctions on Russia on Serbia.

    The EU imposed sanctions on Russia in response to the annexation of Crimea and the crisis in Eastern Ukraine. Serbia has not currently imposed sanctions on Russia. No assessment on the financial consequences of EU sanctons on Russia has been made.

    Neither I, nor the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), have had any disucssions with our Serbian counterparts on the financial consequences to Serbia of EU sanctions on Russia, but the UK Government has regularly encouraged Serbia, as an accession country, to align itself fully with EU foreign policy. The UK Government has not received any represenations from the Serbian government about the impact of EU sanctions on Russia on the Serbian economy.

    To ask Her Majesty’s Government  how much funding, and what resources, are allocated to providing training for teachers and those working in the care and medical professions to recognise female genital mutilation.

    We are clear that Female Genital Mutilation (FGM) is a crime and it is child abuse. On 1 April we published updated multi-agency statutory guidance on FGM including information to help professionals understand the risk factors that they should be looking out for and what action they should take. In addition, free e-learning is available to all professionals, providing training on how to recognise and respond to FGM. To date the course has been completed by over 30,000 people. In addition, the Department of Health’s £3M FGM Prevention Programme is focused on improving the NHS response and includes free e-learning for healthcare professionals. A new mandatory reporting duty requiring regulated health and social care professionals and teachers to report known cases of FGM in under 18s to the police came into force on 31 October 2015. Professionals encountering instances of FGM in women over 18, or who believe that a girl or woman is at risk, should follow established safeguarding procedures. Anyone who is concerned that a girl or woman has undergone FGM or is at risk can contact the NSPCC FGM helpline. Reports to this helpline can be made anonymously. The Home Office’s Border Force plays a vital role in helping to identify and protect potential victims of FGM travelling to and from the UK. Border Force work with the police in protecting girls and young women at risk of FGM, including carrying out joint operations. FGM Protection Orders (FGMPOs) were fast-tracked for implementation last July and are being used to protect girls at risk of FGM, including those who may be taken abroad. Ministry of Justice data released on 31 March shows 32 FGMPOs were issued between July and December 2015.
