To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 21 October 2015 to Question 10867, how many of the complaints were (a) referred to his Department’s solicitors and (b) resulted in compliance with the Overseas Companies Regulations 2009.

Of the ninety complaints referred to in the previous question, twenty were referred to Companies House’s own solicitors: they handle the vast majority of Companies House’s legal work.
Of the ninety cases, two companies complied with the requirement to register a UK establishment of an overseas company at Companies House. Both registrations followed a request to register from Companies House’s solicitors.
In respect of the remaining complaints, there was insufficient information to conclude that the overseas company was required to register a UK establishment at Companies House.

To ask the Secretary of State for Communities and Local Government, if he will bring forward legislative proposals to strengthen planning regulations in respect of air quality considerations when a planning application falls within an Air Quality Action Plan.

There are already strong protections in place to safeguard people from unacceptable risks from air pollution with particular recognition given to Air Quality Management Areas in national planning policy. The National Planning Policy Framework expects local planning policies to sustain compliance with and contribute to EU limit values or national objectives for pollutants, taking account the presence of Air Quality Management Areas. The Framework is also clear that planning decisions should ensure that any new development in Air Quality Management Areas is consistent with the local air quality action plan.

To ask the Secretary of State for Energy and Climate Change, if she will instruct the National Measurement and Regulation Office to publish a list of all known heat networks in the UK.

In the final quarter of this year DECC will publish summary tables, including regional breakdowns, of the data gathered as a result of the notification requirement in the Heat Networks (Metering and Billing) Regulations. Due to the commercially sensitive nature of the data, this information will be aggregated rather than a list of individual networks.

The publication of the guidance is the responsibility of the Secretary of State for the Department for Business Innovation and Skills (BIS).
My officials have been working collaboratively with officials in BIS and the draft revised guidance has now been submitted to key stakeholders, including employee and employer representatives, for comment. BIS has stated that it remains on target to publish the guidance in spring 2016.

To ask Her Majesty’s Government whether they will implement the recommendation made by the Committee on Elimination of Racial Discrimination to collect systemically disaggregated data on hate crimes.

There is no current intention to disaggregate hate crime data on the grounds of race, but we will keep that under review. Since 2010, we have improved police recording of hate crime. Forces now capture data on all five of the monitored hate crime strands, and from April this year, forces have started to disaggregate hate crime data on the grounds of religion.
We have noted the findings of the Council of Europe’s European Commission on Racism and Intolerance following an inspection of the United Kingdom earlier this year. The Government’s full response to the report can be found as an annex to the publication.
We are clear that there is no excuse for hate crime against anyone of any nationality, ethnicity or religious background – it has no place whatsoever in our diverse society. This commitment is underpinned by some of the strongest legislation in the world.
We welcome that the Commission has recognised the strength of our new hate crime action plan which will help reduce hate crime, increase reporting and improve support for victims. The hate crime action plan contains specific measures to increase the rate of prosecution and ensure that enhanced sentencing powers are used where appropriate.
These measures include refreshed Crown Prosecution Service policy and legal guidance for prosecutors on racially and religiously aggravated crime and on prosecuting social media cases, and publicising convictions and information on enhanced sentencing outcomes.

To ask Her Majesty’s Government how many people serving (1) life sentences, and (2) imprisonment for public protection sentences, were transferred from closed to open prison conditions following authorisation by the Parole Board in each month since January 2013.

The table below gives a breakdown of the number of indeterminate sentence prisoners who were recommended by the Parole Board for transfer to open conditions.
The data covers the period from 1 January 2013 to 31 October 2015, broken down by month, and distinguish between those serving a life sentence and those serving an indeterminate sentence of imprisonment for public protection.
These figures have been drawn from a live administrative IT system which, as with any large scale recording system, are subject to possible errors with data entry and processing.
