  • Margaret Ritchie – 2016 Parliamentary Question to the Department for International Development

Margaret Ritchie – 2016 Parliamentary Question to the Department for International Development

The below Parliamentary question was asked by Margaret Ritchie on 2016-04-12.

To ask the Secretary of State for International Development, how much UK aid has been spent on programmes to support (a) children who have been conscripted as child soldiers by Daesh, (b) other children who have been held in captivity by Daesh and (c) women and girls who have been held in sexual slavery by Daesh.

    Mr Desmond Swayne

We are very concerned about appalling crimes committed by Daesh in Iraq and Syria, including against women and young children. We strongly condemn their use of sexual slavery, sexual violence, rape and kidnapping. Likewise, we have seen reports of children in Daesh-held areas being forced into military training after the militant group closed down their schools – leaving an estimated total of over 670,000 children without the opportunity of a proper education.

In Syria and Iraq, DFID continues to work with the UN and the international community to ensure all civilians’ rights are protected. However, we do not earmark our aid as being solely for Daesh victims or victims of other groups. The UK is committed to supporting the most vulnerable people wherever they are, in accordance with international humanitarian principles of humanity, neutrality, independence and impartiality. Consequently all UK funded humanitarian assistance is distributed on the basis of need, and need alone, regardless of politics, religion, ethnicity or place of origin.

The UK has pledged over £2.3 billion for the response to the Syria crisis. Some of this funding is enabling partner agencies to provide specialist assistance to those affected by sexual and gender-based violence (SGBV), including safe spaces, psychosocial support, cash assistance and reproductive healthcare. By June 2015, UK assistance had provided SGBV focussed interventions to over 197,000 individuals in Syria and the region. In addition, more than 673,000 children have been reached with child protection initiatives across Syria and the region.

Ultimately, the best way of safeguarding these children is by defeating Daesh and establishing a lasting peace in both Syria and Iraq. The UK Government is committed to this aim: we have a comprehensive strategy for defeating Daesh and continue to work with our international partners and the UN towards a political settlement in Syria.

  • Jim Shannon – 2016 Parliamentary Question to the Department of Health

Jim Shannon – 2016 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Jim Shannon on 2016-05-19.

To ask the Secretary of State for Health, whether he has had discussions with his German counterpart on improving the diagnosis and treatment of Lyme disease by the NHS.

    Jane Ellison

No specific discussions have been held but the National Health Service, Public Health England and national laboratories across Europe use well established, standardised, tests and international External Quality Assurance schemes are in place to ensure consistency across Europe.

However, Lyme disease is a complex infection and we recognise that challenges in diagnosis and treatment remain. In light of this, the Department is commissioning three reviews on the diagnosis, treatment and transmission of Lyme disease to inform future decision making.

  • Richard Fuller – 2016 Parliamentary Question to the HM Treasury

Richard Fuller – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Richard Fuller on 2016-07-13.

To ask Mr Chancellor of the Exchequer, how many self-assessed tax returns which included employee share ownership schemes required investigation by HM Revenue and Customs in each tax year since 2010-11.

    Jane Ellison

HM Revenue and Customs is unable to provide this information as it is not a requirement to report employee share ownership schemes separately on Self-Assessment Tax Returns.

  • Jim Cunningham – 2016 Parliamentary Question to the HM Treasury

Jim Cunningham – 2016 Parliamentary Question to the HM Treasury

The below Parliamentary question was asked by Jim Cunningham on 2016-09-14.

To ask Mr Chancellor of the Exchequer, what estimate he has made of the number of people who have had their tax credits stopped and subsequently reinstated by Concentrix in each of the last 12 months; and if he will make a statement.

    Jane Ellison

On 16th September I responded to a number of parliamentary questions on the number of mandatory reconsiderations requested by tax credit claimants this year.

Where a discrepancy is detected, claimants are given 30 days to contact HMRC or provide the relevant information. If after 30 days HMRC has had no contact, tax credit payments are either suspended or reduced. HMRC then gives the claimant a further 30 days to contact HMRC before making a decision on the tax credits award using all the available information.

    Mr John Hayes

We do not discuss specific deployments of SIA officers. The Rt. Hon member can be confident that the Strategic Defence and Security Review is a good result for the whole of the UK.

Baroness Kennedy of Cradley – 2015 Parliamentary Question to the Department for International Development

The below Parliamentary question was asked by Baroness Kennedy of Cradley on 2015-12-16.

To ask Her Majesty’s Government how much of the Department for International Development aid budget will be spent by other departments.

    Baroness Verma

As part of the 2015/16 Main Estimate process the Department for International Development transferred £258m of its International Aid budget to other Government Departments.

This figure excludes the Conflict Security and Stability Fund, which is a £1.033bn cross departmental fund, £883m of which sits on the Department for International Developments baseline. £823m of this was then transferred to other government departments as directed by the National Security Council.

  • Jonathan Edwards – 2016 Parliamentary Question to the Department for Energy and Climate Change

Jonathan Edwards – 2016 Parliamentary Question to the Department for Energy and Climate Change

The below Parliamentary question was asked by Jonathan Edwards on 2016-01-20.

To ask the Secretary of State for Energy and Climate Change, what representations her Department has received from the Welsh Government on energy costs for the steel industry in the last five years.

    Andrea Leadsom

We have regular contact with all the Devolved Administrations across the Department’s responsibilities, including in relation to the current challenges facing the steel industry.

The Welsh Government has participated in the three Ministerial Working Groups which the Government established as part of our comprehensive response to the current market conditions faced by the UK steel industry.

The Government has taken clear action to help the steel industry, including on electricity costs. Since 2013, the UK steel industry has received over £59m in compensation for the cost of the EU Emissions Trading System and the Carbon Price Floor passed to them by their electricity suppliers onto their bills. UK steel companies can now also apply for compensation for the costs of renewables policies that are passed on through bills.

  • Caroline Lucas – 2016 Parliamentary Question to the Department for Work and Pensions

Caroline Lucas – 2016 Parliamentary Question to the Department for Work and Pensions

The below Parliamentary question was asked by Caroline Lucas on 2016-02-19.

To ask the Secretary of State for Work and Pensions, how many requests were made by his Department’s Child Maintenance Group to HM Revenue and Customs for information relating to a non-resident parent’s unearned income in each year since the commencement of the 2012 statutory child maintenance scheme.

    Priti Patel

The Information requested is not routinely recorded for management information purposes and could only be provided at disproportionate cost.

CMS has direct access to income information held by Her Majesty’s Revenue and Customs (HMRC) which allows the Child Maintenance Service to capture a much wider range of income types received by non-resident parents. Therefore the definition of income within variations under the 2012 scheme of maintenance has been opened to deal with almost all additional sources of income captured by self-assessment. This is referred to as “unearned income” and captures income derived from property, savings and investments (including dividends), and other miscellaneous incomes.

  • David Amess – 2016 Parliamentary Question to the Department for Environment, Food and Rural Affairs

David Amess – 2016 Parliamentary Question to the Department for Environment, Food and Rural Affairs

The below Parliamentary question was asked by David Amess on 2016-03-14.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Government is taking to put in place a blue belt to protect marine habitats and species.

    George Eustice

Since 2013, we have designated 50 Marine Conservation Zones (MCZs), which protect a range of habitats and species. A third tranche of MCZs will be designated in 2018.

We are currently undertaking work to identify a complete network of Special Protection Areas for seabirds, and consulting on five Special Areas of Conservation for harbour porpoise.

Over 17% of UK waters and almost a third of English inshore waters are now within Marine Protected Areas.

Hywel Williams – 2016 Parliamentary Question to the Ministry of Justice

The below Parliamentary question was asked by Hywel Williams on 2016-05-19.

To ask the Secretary of State for Justice, what provision HM Prison Service makes to meet the spiritual needs of prisoners who speak Welsh in prisons in (a) Wales and (b) other parts of the UK.

    Andrew Selous

The spiritual needs of Welsh speaking prisoners have been, and continue to be, provided by chaplains working in multi-faith teams. The framework for providing faith services in languages other than English is detailed in Prison Service Instruction 05/2016 Faith and Pastoral Care of Prisoners.
